District 2 - CM DeLaRosa thanked the Police Department and City Workers who worked on the <br />Christmas Parade. He requested a priority program schedule on CDBG funds. <br />District 3 - CM Chastain commented on the Christmas Parade and Street Faire. She spoke about <br />the business luncheon, hosted by the City, to honor the 25 top revenue producers. She <br />requested a report on the potholes on Shasta Drive and the weeding on Colton Avenue. <br />District 4 - CM Cook praised the business recognition luncheon. She announced a Town Hall <br />Meeting in District 4 at Luque Center, on December 22, 1998 at 6:30 P. M. With <br />consensus of Council, Mayor Gaytan announced the Council's support for Mayor Pro <br />Tempore Cook on her appointment as Employee Relations Vice Chairperson for the League <br />of California Cities. She informed about a special workshop on January 6 and 7, 1999, for <br />league leaders, with costs to be borne by the League. CM Cook described the Christmas <br />Home Decorating contest and judging. She imparted holiday greetings. <br />District 5 - CM Bennett reported cracks on the newly paved road at Reche Canyon Road and she <br />said it needed to be sealed and corrected. She asked for removal of graffiti on the block <br />wall, freeway side, at the end of Cooley Lane. She said that the grain mill was running 24 <br />hours a day and the noise was loud and neighbors could not sleep. She requested contact <br />with the company about limiting their hours of operation. She said she had reviewed the <br />conditions of approval and found nothing listed about noise abatement. <br />Director Zamora said he spoke with the company's engineer operator about the Zoning <br />Ordinance regarding restriction of sound. He said the owner operator offered to do a <br />temporary fix by enclosing the blowers causing the noise, at a cost of $200,000. The <br />owner -operator will then submit plans to do a sound attenuation wall that will enclose the <br />blowers. After further discussion, City Attorney Carvalho advised that the subject was not <br />an agendized topic and she offered to research the matter with Director Zamora and return <br />the item to Council. <br />CM Bennett spoke about "Mad about Milk." She informed about the Fire Department and <br />Santa's neighborhood visits. She imparted holiday greetings. <br />District 6 - CM Grimsby complimented the use of street banners. He wished Police Chief Crowe <br />a Merry Christmas. As requested by Citizen William Yahn, CM Grimsby provided an <br />emergency resource list for Colton. <br />At Large - Mayor Gaytan described the traffic problem at McKinley Elementary School and the <br />traffic control brought about by the Police Department. He spoke about the parade plans <br />for next year. He praised the City's volunteers. He encouraged citizen participation on the <br />City's commissions. <br />He spoke about the San Bernardino lake project and IVDA. He directed City Manager <br />Garcia to meet with Mr. Gorley of the IVDA and prepare an information item for Council <br />for consensus and direction.
