CM Sanders nominated Joe Seminara for appointment to the CFD Commission in place of David <br />Toro and nominated David Gasca for appointment to the Civil Service Commission in place of <br />George Wilson. <br />MOTION/VOTE: Motion/CM Hutton, second/CM Cook, to ratify above appointments carried <br />with no opposition. <br />Term Limits for the Members of the City Council and the Mayor <br />Presentation by CM Sanders. <br />MOTION/VOTE: Having identified Resolution R-10-96, motion/CM Sanders, second CM Bennett, <br />to give direction for a new resolution to be created and returned to the next City Council meeting, <br />establishing November 1998 as the time to place the matter on the ballot. Mayor Gaytan directed that <br />Best, Best & Krieger do a full review, to include recent court decisions. Unanimous vote. <br />PUBLIC HEARING: <br />CDBG Project, FY98-99 <br />This was the time and place fixed to consider the prioritization and funding of Community <br />Development Block Grant (CDBG) Projects for the fiscal year 1998-99. <br />Mayor declared the Public Hearing "Open." <br />City Clerk submitted the Affidavit of Publication and reported no protests or objections were received. <br />Community Development Director Zamora and Principal Planner Soto reported. The sum of <br />$15,000, prior CDBG funds, was released by CM Sanders and City Manager Garcia stated that <br />allocation recommendations would be presented to Council, in the near future. Discussion had <br />regarding senior meals, intervention programs, a van donation, alleys, and childcare modular units. <br />Staff recommended approval of CDBG Projects, in Attachment "B," to be submitted to the County of <br />San Bernardino, no later than March 2, 1998. <br />LeAnne Langham from Inland Temporary Homes addressed Council. <br />MOTION/VOTE: After discussion, motion/CM Cook, seconded/CM Sanders to terminate the <br />Public Hearing. Unanimous vote. <br />Motion/CM Cook, second/CM Chastain to accept Staff's recommendation and adopt RESOLUTION <br />NO. R-15-98.
