Gaytan <br />City Manager Garcia <br />City Clerk Barrera <br />CEREMONIAL MATTERS: <br />Presentations, Awards, Proclamations <br />CM Kelly J. Chastain <br />CM Deirdre H. Bennett <br />CM John C. Hutton <br />City Attorney Carvalho <br />• Proclamation read declaring October 24,1998 as Make a Difference Day; the Week of <br />October 17, 1998 as 2' Chance Week and November 15, 1998 as America Recycles Day <br />Susan Patane from NORCAL accepted. <br />• Proclamation read declaring the week of October 23. 1998 as Red Ribbon Week Lt. Bruce <br />Rauch accepted. The theme is "I have better things to do than do drugs." <br />• Proclamation presented honoring Detective Julie Dean Reed; Captain Heusterberg accepted. <br />• Introduction of Mr. Alan Denfeld as the City's Recreation Services Manager. <br />UNFINISHED BUSINESS: <br />(1) Approve Metricom Franchise Agreement. [Item #7, agenda 10/6/98] <br />Assistant Electric Utility Director Trewyn reported Staff had reviewed the Metricom Agreement <br />carefully and declared the franchise fee, was fairly set at 5%, and that the attachment fee for the <br />Council Mins October 20, 1998 1 <br />
