John Longfield praised Utility Director Clarke, CM Bennett, and Executive Secretary Adelfa <br />Flores. He asked for video-taping of Veterans Day Parade and spoke on campaign signs. <br />William Yahn spoke on future educational requirements of Fire Chief and Police Chief, and <br />fireworks stand and the next millenium. <br />MAYOR AND COUNCIL ITEMS: COMMENTS, INTER -GOVERNMENTAL AGENCY <br />REPORTS, INFORMATION SESSION: <br />Boards and Commissions: Openings announced, for District 3, for Cemetery Commission <br />and Code Enforcement and Housing Appeals Board. <br />Presentation by IVDA Executive Director Jim Corley, on the financial picture of the San <br />Bernardino airport, namely, (1) Authorized suspension of payments, by members, to end of <br />the year; (2) proposed Amendment for additional property to the airport for additional <br />revenue and (3) authorization sought for Lease, Lease -back financial vehicle. Attorney Tim <br />Sabo informed on base conversion, the grant deed, FAA restrictions, and the Lease, Lease- <br />back financing. There was a request for quarterly reports to member cities on the finances <br />and repayment status. <br />❖ Announcement made regarding the League of California Cities Annual Conference, Long <br />Beach, October 1-4, 1998. <br />Of $15,600 collected for the City's Birthday Celebration, CM Cook requested that the <br />remainder of the money be deposited, along with the balance for 1997, a total of $6,052.68, <br />in a special account for 1999. She noted (1) work on downtown beautification, (2) the <br />railroad tracks (3) Community Night at Luque Center on September 23rd and (4) the success <br />of Family Night at the Colton Aquatic Center. <br />❖ CM Bennett announced that San Bernardino County had abandoned the San Timoteo <br />Assessment District and fees paid would be refunded. She thanked Supervisors Hansberger <br />and Eaves. She expressed pride and praised the outstanding work performed by the Citizens <br />Patrol Volunteers, during a recent electric outage. <br />❖ City Treasurer Williams spoke briefly on the City's bonds and rating status. He said that <br />when the General Fund debt, to construct the Corporate Yard facility, was issued in 1988, the <br />General Fund had a credit rating of investment grade, a Triple B Rating (S&P). In 1995, <br />Standard & Poor downgraded the City's debt, due to audit report that reflected financial <br />problems, to a Single B Rating. He said that rating had not changed <br />❖ CM Sanders mentioned the signalization on Pepper and Randall intersection; anticipated artist <br />rendering of the West Valley Park; Railroad at Slover siding and the Dash 3, Dash 5 <br />stormdrains and County Supervisors. <br />❖ Mayor Gaytan asked that the comprehensive report on City's rating be disseminated to the <br />media.
