\I �k Presentation - Barracudas Junior Division Girls Softball [Continued to October 6, 1998 <br />UNFINISHED BUSINESS <br />Jack's Disposal Request to Extend its Permit <br />Motion/Vote: Motion made by Mayor Gaytan, seconded by CM Hutton, to approve Jack's <br />Disposal's request for extension of its permit for the collection, removal, recycling and disposal <br />of solid waste within the City of Colton. Discussion followed. <br />CM Bennett stated she had not received a response from FPPC at this time and that it had been <br />recommended that she stay out of the discussion and the vote. She left the dais. <br />The following persons spoke on the subject: Charles Jackson, Art Thompson, Ric Collett, Bruce <br />Gaytan, John Mitchell, Chris Gallegos, Steve Anderson, Roy Hudgins and John Longfield. <br />MOTIONNOTE Motion/second by CM Hutton/Mayor Gaytan to call for the question. [No <br />vote taken.] Mayor Gaytan recognizedCM Sanders and CM Chastain who had punched the <br />request to speak button prior to the motion calling for the question. <br />After discussion, the Primary motion to approve Jack's Disposal's request to extend its permit for <br />the collection, removal, recycling and disposal of solid waste, Resolution No. R-89-98, failed <br />with Mayor Gaytan and CM Hutton voting "Yes." CM Bennett was absent. <br />Upon request, Mayor Gaytan directed the City Manager and the City Attorney to move forward <br />expeditiously and iron out the problems regarding MERF, namely, specific terms, specific <br />conditions on a procedural basis and on how things are going to occur. <br />On request for clarification of the vote, City Attorney Carvalho stated that since the motion failed the <br />status quo would prevail. It was her opinion that the City would revert to its position in June of 1996, <br />when the former City Attorney issued a letter of intent to terminate the permit. She offered to work <br />with the City Manager to formulate the documents in a way that was consistent with the permit and the <br />contract and the information would be brought back to Council. <br />RECESS: <br />At 7:14 P. M., the Mayor declared a recess and at 7:33 P. M., the meeting was reconvened with all <br />Members present. <br />PUBLIC COMMENT: <br />Lydia Sanchez -Farkas spoke on Los Padrinos Youth Services, available at Hutton Center. <br />Donna Vasquez-Ketay spoke about the fountain in South Colton; blight in the City and Veterans <br />Park. <br />Evelyn Rehrer praised City Officials and the Colton Ministerial Association.
