After brief introduction by Executive Director Max Alonzo, a presentation on Los Padrinos <br />was made by Counselor Lydia Farkas who provided its history, enumerated its goals and <br />highlighted its accomplishments. <br />UNFINISHED BUSINESS: <br />Mayor Gaytan disqualified himself from presiding over the subject matter, based on his advocacy <br />in this matter and turned the meeting over to Mayor Pro Tempore Emeritus Betty Cook. Mayor <br />Gaytan removed himself from his place at the dais. <br />Dance Permit - Rock's Club: <br />City Attorney Sonia Carvalho provided a summary of events, commencing with the application <br />for Conditional Use Permit and the subsequent request for a dance Permit. She provided an in- <br />depth review of the issues raised by Council: Schedule for 18 -year olds; building's color; the <br />alcohol license; potential drunk drivers; designated parking spaces; the security plan; potential <br />adult Uses; potential car cruising and parking agreements. <br />Gus Skropos, Attorney for the Thanopoulos family, stated the following:: <br />Item 9 [Parking Agreement] The executed lease agreement was acceptable and Applicant <br />agreed to have the document recorded. If the parking requirements are not satisfied, Applicant <br />understands that he can obtain replacement parking and if such parking is not obtained, the <br />agreement would become null and void. The Council could terminate the dance permit. <br />Item 8 [Car Cruising] - He agreed that with one club, car cruising might not be a problem. <br />Item 7 [Adult Uses] - He confirmed that the Applicant does not plan to use the facility for <br />adult uses and further, agreed that it be included as a condition of the Permit. <br />Item 6 [Security Plan] - Applicant agreed the Security Plan is no longer an issue since it <br />was reviewed by law enforcement personnel. <br />Item 5 [Designated Parking] - On peak nights, Applicant agreed to have individuals <br />stationed in the parking lot to direct traffic or, in the alternative, Applicant at his own expense <br />agreed to erect signage for additional parking. <br />Item 4 [Drunk Driving] - Sharing the City's concern, Applicant agreed to continue a <br />designated driver program where a person in a group is identified as the designated driver and <br />receives free non alcoholic drinks. Applicant's employees are trained to identify clients who are <br />under the influence or drunk and when identified as intoxicated, clients are asked to wear a <br />wristband and are not served alcohol. <br />Item 3 [Title 47 License] - Applicant intends to have an eating establishment on the <br />premises as well as the dance place. <br />City Council Mins April 6, 1999 2 <br />
