BOARDS AND COMMISSIONS: <br />Historic Preservation Commission <br />Commission Member William Kerrick presented salient points on the Commission's history, the <br />qualifications and benefits for historic designation, the attempt to become a California certified <br />local government to qualify for grants, the Historic Home Tour on 12/11/99, a display booth at <br />Discover Colton Night; historic district with self -guided tour and the change in staff liaison. <br />AGENDA REVIEW: <br />There was discussion on Item 12 and it was determined that the report was correct. On Item 5, <br />Human Resource Director confirmed that the plan was a 401A and was different from 401(k). <br />MOTION/VOTE: Motion/second by CM Sanders/Cook to approve the CONSENT <br />CALENDAR carried with CM Bennett abstaining from voting on Agenda Item 1 as she was not <br />present at the meeting of 4/6/99. <br />CONSENT CALENDAR: <br />(1) Minutes - Approved Minutes for the Regular Meeting held April 06, 1999 on file in the <br />Office of the City Clerk. <br />(2) Warrants - Approved Payable Warrants #24152 to #24254, dated 04/01/99, totaling <br />$324,762.06; Payroll Warrants #194705 to #195082, dated 04/06/99, totaling <br />$439,695.19, on File in the Finance Department. <br />(3) Claims - Denied Claims against the City submitted by Judie Garcia, Arthur Calles and <br />Northern National Inc. <br />(4) MOU - Approved and adopted a salary resolution and Memorandum of Understanding <br />(MOU) between the City of Colton and the Electric Unit, RESOLUTION NO. R-32-99. <br />(5) 401(A) Deferred Compensation Plan - Approved and adopted a resolution establishing a <br />"401(A) Deferred Compensation Plan," RESOLUTION NO. R-33-99. <br />(6) Permit - Approved the request for the use of Fleming Park by the First Baptist Church of <br />Colton on May 2, 1999, from 6:30 a.m. to 2:00 p.m. <br />(7) Scanner Purchase - Approved as Sole Source, Decision Management Company, Inc., for <br />the purchase of the Questys Text and Image Management System in the amount of <br />$92,781. <br />(8) Bid Award - Awarded the water line replacement contract to TA Rivard Construction in <br />the Amount of $586,797.90. <br />City Council Mins April 20, 1999 3 <br />
