➢ Assemblyman John Longville provided a briefing on legislative issues and presented an update <br />from the State Capitol on the following: Return ERAF money to local government; total $200 <br />million package for discretionary revenue; $20 million in addition to $38.5 million for <br />libraries; specifically $50 million earmarked each year for repayment of booking fees <br />($91,200 to Colton this year); specifically $75 million ERAF to be returned proportionate to <br />amounts taken ($14,360 for Colton) and $75 million divided on per capita basis breakdown of <br />$2.22 per resident ($103,635 for Colton), for a total of over $200,000 of new, unrestricted <br />monies for Colton, this year. The Governor vetoed $2 million from library money only. <br />Question and answer period followed on these items: Bill 87 (Grundsville); group homes; <br />transportation money for Southern California; Educational Revenue Augmentation Fund <br />(ERAF); the formula applied for return of money this year and the need for a long-term <br />solution for subsequent years. <br />➢ Proclamation was read declaring August 27, 1999 as Norm Housley Day in the City of Colton; <br />his son Rick Hensley accepted the plaque and proclamation. <br />OLD BUSINESS: <br />Missing Links Program Update <br />Tim Trewyn presented an update on the program for installation of curbs, gutters and sidewalks <br />in all Council districts where they are non-existent. In Phase I, he said that 470 feet would be <br />installed in District 1; 330 feet in District 2 with 225 feet in another location; 290 feet in District <br />3; 650 feet in District 4; 500 feet in District 5 and 350 feet in District 6. He described other <br />programs now underway in public works such as street overlays and CDBG funds anticipated in <br />Districts 3, 4 and 5. In Phase Two, he estimated installation of 1,735 feet. <br />Franchise — TCI Cablevision of California to Century -TCI California L.P. <br />MOTION/VOTE: Motion/second by CM Bennett/Sanders to approve and adopt RESOLUTION <br />NO. R-63-99, approving the transfer of the cable television franchise in the City of Colton from <br />TCI Cablevision of California to Century -TCI California, L.P., carried with no opposition. <br />PUBLIC HEARING: <br />LLMD <br />This was the time and place fixed to consider the formation and annual levy of the citywide <br />landscape maintenance district pursuant to the landscaping and lighting act of 1972. <br />Mayor Gaytan opened the Public Hearing. <br />City Clerk Barrera stated that the Affidavit of Publication calling the Public Hearing was on file <br />in the City Clerk's Office and announced that she did not receive any protests or objections. <br />Public Works Director John Hutton summarized the Agenda Report dated July 12, 1999. <br />City Council Mins Aug 3, 1999 2 <br />
