City Clerk Barrera stated that the Affidavit of Publication calling the Public Hearing was on file <br />in the City Clerk's Office and announced that she did not receive any protests or objections. <br />Mr. Ric Collete explained the basis of Taormina's appeal from the Planning Commission's ruling <br />on its request to build a tilt -up metal building, located on an earthquake fault. Discussion <br />followed on landscaping and fencing. Mr. Collete submitted photographs of the area. <br />The following individuals spoke on the subject: William Yahn and John Longfield. <br />MOTION/VOTE: Motion by Mayor Gaytan, seconded by CM Cook, to terminate the Public <br />Hearing carried with CM Bennett and CM Sanders absent. <br />Motion by Mayor Gaytan, seconded by CM Chastain, to approve and adopt RESOLUTION NO. <br />R-76-99, overturning the Planning Commission decision concerning an architectural and site <br />plan review, environmental determination, conditional use permit to establish and operate a solid <br />waste collection, processing, recycling center and transloading facility, and a major variance to <br />permit a metal building and to reduce the required 25% landscaping for File Index Number DCV - <br />33 -99. Motion carried with CM Bennett and CM Sanders absent. <br />Weed Abatement <br />This was the time and place fixed to consider a report and statement of expenses for the Weed <br />Abatement Program and to consider imposing a lien upon property for payment thereof. <br />Mayor Gaytan opened the Public Hearing. <br />City Clerk Barrera stated that the Affidavit of Publication calling the Public Hearing was on file in <br />the City Clerk's Office and announced that she did not receive any protests or objections <br />Fire Marshal Alan Sork reported that the spring weed abatement program had been concluded and <br />stated a public hearing was necessary to hear objections for the billing. He recommended <br />approval of the proposed resolution regarding the statement of expenses. <br />MOTION/VOTE: Motion by Mayor Gaytan, seconded by CM Cook, to terminate the Public <br />Hearing carried with CM Bennett and CM Sanders absent. <br />Motion by Mayor Gaytan, seconded by CM Chastain, to approve and adopt RESOLUTION NO. <br />R-78-99, adopting a report and statement of expenses for the City's Weed Abatement Program <br />and imposing a lien upon property for payment thereof. Motion carried with CM Bennett and <br />CM Sanders absent. <br />PUBLIC COMMENT <br />At 6:30 P. M., CM Bennett returned to her place at the dais. <br />The following individuals voiced community concerns: Steve Henderson, J.
