CITY MANAGER'S REPORTS & RECOMMENDATIONS: Goal Setting Workshop/1999 — 2000 2001, 2002 City Manager Garcia made opening comments and referenced the memorandum dated January 7, 1999 — Workshop Overview/2 Year Budget Cycle as an introduction to the concept of the 24 -month budget cycle. City Manager Garcia concluded that the goal of the workshop would be for Council to give direction to proceed with the implementation of the two-year budget cycle. Designated staff members would introduce and review 24 staff reports for conceptual approval. #1 — Two -Year Budget Cycle Dilu De Alwis, Finance Assistance, presented a report that concluded with staff's recommendation for Council to authorize the budget process from a one-year budget cycle to a two-year budget cycle. After discussion, motion by CM Sanders, seconded by CM Chastain, to approve staff's plan.
