After discussion, Member Chastain, seconded by Chairperson Sanders <br />made motion, to approve conceptually staff's plan. Motion carried with no <br />opposition. <br />#24 — Rancho Mediterrania Conversion Project. <br />Member Grimsby excused himself from the dais due to a possible conflict based <br />on the subject matter due to his residency at Rancho Mediterrania. <br />After discussion, Member Cook, seconded by Chairperson Sanders made <br />motion, to approve conceptually staff's plan. Motion carried with no <br />opposition. <br />CITY MANAGER'S REPORTS & RECOMMENDATIONS: <br />Goal Setting Workshop/1999 — 2000 2001, 2002 <br />City Manager Garcia made opening comments and referenced the memorandum <br />dated January 7, 1999 — Workshop Overview/2 Year Budget Cycle as an <br />introduction to the concept of the 24 -month budget cycle. City Manager Garcia <br />concluded that the goal of the workshop would be for Council to give direction to <br />proceed with the implementation of the two-year budget cycle. Designated staff <br />members would introduce and review 24 staff reports for conceptual approval. <br />#1 — Two -Year Budget Cycle <br />Dilu De Alwis, Finance Assistance, presented a report that concluded with staff's <br />recommendation for Council to authorize the budget process from a one-year <br />budget cycle to a two-year budget cycle. <br />After discussion, motion by CM Sanders, seconded by CM Chastain, to <br />approve staff's plan. Motion carried with no opposition. <br />#2 — Implementation of Colton "Citizen's Survey Program" <br />Daryl Parrish, Asst. City Manager, presented a report and staff's <br />recommendation. <br />After discussion, motion by CM Cook, seconded by CM Chastain to <br />approve conceptually staff's plan. Motion carried with no opposition. <br />#3 — Endangered Species Habitat Planning Issues <br />City Manager Garcia presented a report and staff's recommendation. <br />After discussion, motion by Mayor Gaytan, seconded by CM Sanders to <br />approve conceptually staff's plan.
