This was the time and place fixed to consider the vacation of a portion of Highland Avenue <br />Westerly of 8' Street, between Pleasant View Avenue and Citrus Avenue. <br />Mayor Gaytan declared the Public Hearing "Open." <br />City Clerk Barrera announced the Affidavit of Publication was on file and stated there were no <br />protests or objections. <br />Public Works Engineering Supervisor James King provided brief background for the vacation and <br />reported that the City would retain the utility easement rights. <br />MOTION/VOTE: There being no response to the call for public comment, motion/second by <br />CM Sanders/Chastain to terminate the Public Hearing carried with no opposition from Council. <br />Motion/second by CM Sanders/Cook to approve and adopt RESOLUTION NO. R-03-99, <br />ordering the abandonment of a portion of Highland Avenue, westerly of 8' Street between <br />Pleasant View Avenue and Citrus Avenue, carried with no opposition from Council. <br />ORDINANCES: <br />Term, Mayor Pro Tempore and Title Mayor Pro Tempore Emeritus - First Reading <br />The motion by CM Cook to limit the term of Mayor Pro Tempore to one year, to allow other <br />Members to serve, was discussed. The motion failed for lack of a second. Discussion followed <br />on the suggestion to list all titles - mayor, mayor pro tempore, chairperson and vice -chairperson, <br />under Section 2.06.020. City Attorney Derleth advised that Members could vote on the proposed <br />ordinance, noting the changes, and direct Staff to return with a corrected document for second <br />reading. It was the consensus of Council that the mayor pro tempore shall serve a two-year term. <br />MOTION/VOTE: Motion/second by CM Bennett/Cook to waive full reading and pass first <br />reading of the proposed ORDINANCE NO. 0-01-99. adding Section 2.04.020 and amending <br />and correcting Section 2.06.020 of the Colton Municipal Code, concerning the office of Mayor <br />Pro Tempore, carried with no opposition from Council. <br />PUBLIC COMMENT <br />William Yahn who commented on the Beltran legal defense fees <br />Citing incidents of grave concern to the seniors at Luque Center, Pat Guzman and Mary Chavez <br />urged that County classes held at the Luque Center be terminated. They commented on <br />Recreation Leader DeLaRosa. Staff was directed to review and resolve the matter of the County <br />classes with the County Superintendent of Schools and report to Council.
