SBIAA and IVDA <br />Present were Jim Gourley, SBIAA Executive Director; Tim Sabo, Agency Counsel and Marty <br />Romeo, Financial Officer. On the financing program, Director Gourley announced that approval <br />from the Federal Aviation Administration was received in December and, allowing for a 60 day <br />time period, financing was expected close around March 31'. He said the $10 or $12 million <br />would be used to pay back cities, pay some loans with the balance to be used as operating capital. <br />Director Gourley said the agency was still waiting for the air force deed and that the language <br />received from the FAA was critical. On the property transfer from IVDA to the airport, he <br />indicated that paperwork was incomplete but funds had been moved from a parcel that included <br />the TRW lease and the golf course. He spoke on the relocation of Santa Barbara Aerospace to <br />the airport. He said IVDA was working with San Bernardino to amend the Specific Plan, <br />approved in 1996. IVDA is one of five finalists for three new Landberg designations, a type of <br />enterprise zone. MOTION/VOTE: Motion/second by CM Cook/Chastain <br />to approve and ratify the At Large appointment of Larry Dylina to the Cemetery Commission, <br />carried with no opposition from Council. <br />District 4 - CM Cook reported on the League of California Committee meetings she attended in <br />January. She spoke on trash containers next to the downtown bus benches; the street <br />improvements and thanked Colton Disposal in moving tires dumped in the City. <br />District 2 - CM DeLaRosa thanked Omnitrans and Daryl Parrish, Assistant City Manager, for the <br />bus shelter at the Colton Community Homes. <br />City Council Mins January 19, 1999 3 <br />
