ADJOURNED REGULAR COUNCIL MEETING <br />January 6,1999 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council <br />of the City of Colton was held on the above given date at 6:44 p.m., in the Council Chambers of City <br />Hall, Mayor Pro Tempore Bennett presiding. <br />FLAG SALUTE: <br />Councilmember DeLaRosa led the Pledge of Allegiance. <br />ROLL CALL: <br />Councilmembers present were Sanders, DeLaRosa, Chastain, Grimsby, and Mayor Pro Tempore <br />Bennett. Also present were City Manager Garcia, City Attorney Carvalho, and City Clerk Barrera. <br />Councilmember Cook and Mayor Gaytan were absent. <br />PUBLIC COMMENT <br />The following individuals voiced community concerns: Steve Henderson and Michael Berg. <br />I CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Election of City Councilmembers from Districts or At Large. <br />City Manager Garcia introduced Dr. Heslop who is the Director of the Rose Institute of State and <br />Local Government, a research center at Claremont McKenna College. The Rose Institute owns the <br />California Data Base, the State's major source of political and demographic data, and publishes <br />reports and analyses on key issues affecting the State of California such as redistricting, welfare, and <br />transportation. The Institute is capable of providing detailed demographic information on any part of <br />California and projects future political, social and economic movements. <br />Dr. Heslop gave an overview of the elements of his presentation. This included a brief history of his <br />background, population should be equal, Voting Right Act of 1965 states that you cannot exclude <br />minority rates; and, the need of balance to assure minority representation. He referred to the Memo <br />dated December 29, 1998 regarding District Election Issues. Dr. Heslop concluded by explaining the <br />pro's and con's regarding the District System vs. At -Large District System. <br />Questions and Discussion commenced with Dr. Heslop providing clarification was needed. <br />Concerns expressed included the following: <br />❑ The history of districts in the City of Colton; <br />❑ Why recalls have centered in mainly two districts; <br />❑ Would the politics be less of an issue if district elections would be decided City wide; <br />❑ Could election results be based on 51% vs. the majority. <br />1/6/99 Adj Reg Cou <br />
