❑ Limit on campaign contributions; <br />❑ Implement a committee or task force to survey the citizens as to what the people would <br />prefer; <br />❑ Cost to change the process of election by district to city-wide; <br />❑ The timeline in order to take the question to the voters for the November 6, 1999 ballot; and <br />❑ When the data of Census 2000 is made available in April 2001 the City will be forced by law <br />to redraw the districts. <br />PUBLIC COMMENT <br />Citizens Steve Anderson and Michael Berg voiced concerns regarding election by district vs election <br />city-wide for district representation. <br />Discussion concluded with direction to staff to develop a task force that would look into the <br />procedural ways to improve the structure of elections of Councilmembers by district in order to <br />prepare for the eventual redistricting as a result of Census 2000. <br />The taskforce would be evaluating and researching the following: <br />✓ Making the changes to the limits on contributions. <br />✓ Lowering the campaign reporting amount. <br />✓ Residency requirements being strengthen. <br />✓ Make City government procedures fit the City of Colton. <br />✓ Develop an ability to expose special interest when an attempt is made to overtake the City. <br />✓ Review of the existing ordinances for possible amendment. <br />✓ Contact someone from the FPPC to attend a possible workshop in order to have the <br />opportunity to address the importance of enforcement regarding reporting issues and <br />campaign issues. <br />ADJOURNMENT: <br />At 8:23 p.m. Mayor Pro Tempore declared the Council Meeting adjourned. <br />AROLINA P.
