M., Mayor Gaytan declared a recess and at 8:35 P. M., the meeting was reconvened with all Members present as heretofore. PUBLIC HEARING: Fee-Stormwater This was the time and place fixed to consider approval of a resolution amending the basic fee for stormwater management and the stormwater management fee. Mayor Gaytan declared the Public Hearing opened. City Clerk Barrera stated that the Affidavit of Publication calling the Public Hearing was on file in the City Clerk's Office and announced that she did not receive any protests or objections. Utility Director Tom Clarke made presentation. MOTION/VOTE: After the call for Public Comment, on motion and second by CM Cook/Sanders to terminate the Public Hearing carried with no opposition to the motion. On motion and second by Mayor Gaytan and CM Cook to adopt and approve RESOLUTION NO. R-60-99 carried upon unanimous vote. ORDINANCES: SECOND READING: Wind Powered Generators and Windmills MOTION/VOTE: Motion/second by Mayor Gaytan/CM Sanders to waive full reading and pass second reading of ORDINANCE NO. 0-13-99, adding Chapter 18.45 to the Colton Municipal Code relating to wind powered generators and windmills, carried upon unanimous vote. Amendment General Plan/Pellisier Road MOTION/VOTE: Motion/second by CM Cook/Grimsby to waive full reading and pass second reading of ORDINANCE NO. 0-14-99, regarding an amendment to the General Plan, Zone Change, and Environmental Assessment for File Index Number DZG-11-99, a five -acre parcel located at Pellisier Road, just North of the Riverside County Line, carried upon unanimous vote.
