➢ Water Division: <br />Maintenance Worker III <br />➢ Wastewater Division: <br />Maintenance Worker III <br />Treatment Plant Operator (2) <br />➢ Stormwater Division: <br />Maintenance Worker <br />Director Clarke responded to Council concerns: NPDES; meeting the mandates of the Water Quality <br />Board; and any possible rate increases. <br />City Manager Garcia concluded the presentation requesting approval of the Annual Appropriations <br />Limit for the Fiscal Year 1999-2000, Resolution No. R-46-99 and the Budget Fiscal Years <br />Commencing July 1, 1999 and ending June 30, 2001, Resolution No. R-47-99. <br />Discussion continued with clarification provided by staff in the following areas: Maintenance of the <br />LLMD and need for licensed employees to use pesticides; program management; the future of <br />Hermosa Memorial Gardens Cemetery; a roving maintenance worker; and Code Enforcement, <br />MOTION/VOTE: Motion/second by CM Sanders/Cook to approve and adopt RESOLUTION NO. <br />R-46-99, unanimous vote. <br />MOTION/VOTE: Motion/second by CM Cook/DeLaRosa to approve and adopt RESOLUTION <br />NO. R-47-99, unanimous vote. <br />CLOSED SESSION: <br />Mayor Gaytan disqualified himself from presiding over the subject matter, based on his advocacy in <br />this matter and turned the balance of the meeting over to Mayor Pro Tempore Bennett. Mayor <br />Gaytan removed himself from his place at the dais. <br />City Attorney Martinez announced the City Council would meet in Closed Session Pursuant to <br />Government Code §54954.5 and 54956.9 to Confer with its Legal Counsel Regarding the Following <br />Matter of Existing Litigation: <br />Olympia Bar & Grill dba Rocks Club v.
