> Proclamation was read honoring Dewey Griffin for his excellent service as Captain for the <br />Colton Police Department's Citizen Volunteer Program. <br />> Resolution of Recognition and Certificate of Commendation were read and presented to <br />Council Member Betty Cook for her outstanding achievements as Council Member and Mayor <br />Pro Tempore from 1992 to 1999. <br />PUBLIC HEARING: <br />ApWrtionment of SMgial Taxes (CFD 90-1) <br />This was the time and place fixed to consider the Alteration of the Rate and Method of <br />Appointment of Special Taxes for City of Colton Community Facilities District No. 90-1 (Mount <br />Vernon Corridor). <br />Mayor Gaytan declared the Public Hearing "open." <br />Deputy City Clerk Delgado submitted the Affidavit of Publication and reported that no protests or <br />objections were received. <br />City Treasurer Michael Williams provided synopsis of his report dated February 22, 1999. <br />MOTION/VOTE: After the Public Comment period, motion/second by Mayor Gaytan/CM <br />Sanders to terminate the Public Hearing, carried with no opposition from Council. CM Grimsby <br />was absent. <br />Motion/second by CM Bennett/Chastain to approve and adopt RESOLUTION NO. R-20-99 <br />carried with CM Grimsby absent. <br />CDBQ Projects <br />This was the time and place fixed to consider the prioritization and funding of Community <br />Development Block Grant (CDBG) Projects for fiscal year 1999-2000. <br />Mayor Gaytan declared the Public Hearing "open." <br />Deputy City Clerk Delgado submitted the Affidavit of Publication and reported that no protests or <br />objections were received. <br />Principal Planner Andres Soto summarized the action taken by the Community Development <br />Department, and described the timeline observed, to review, prioritize and qualify the eligible <br />applications for CDBG funds. Mr. Soto recalled that the City Council had approved ten projects <br />and informed that the San Bernardino County ECD Office returned 48 eligible applications. He <br />announced that the CDBG entitlement allocation was a total of $368,000 and that there was a <br />15 % funding limit, in the sum of $55,200, for public service projects. <br />City Council Mins March 2, 1999 2 <br />
