Discussion followed on the need for a contingency fund; need to pre -plan; need to enhance the <br />structural process; the need to provide on an annual basis a historical report on what benefit had <br />been derived by the City and the need for Council to review applications as received. Mr. Soto <br />responded. City Manager Garcia suggested prioritization be done in a workshop setting around <br />November. Messrs. Soto, Zamora and Garcia will compile information for that meeting. <br />Discussion continued on the poor attendance at the noticed public hearings for CDBG funds. <br />The following persons spoke on behalf of their specific organizations: Jacqueline Johnson for <br />Family Literacy Learning Center; Fred Cordova for Senior Citizen Programs; Nate Green for <br />Shopping 4 Seniors; Bill Lemann for Legal Aid Society of the County of San Bernardino; Emilio <br />Amaya for Libreria Del Pueblo, Inc.; Josie Moscorro, for Excell's Learn and Earn Project; Gary <br />Knapp for San Bernardino County Department of Aging and Adult Services; Julie Torres for The <br />Sparrow Foundation; Leanne Langham for Inland Temporary Homes; and, Michael P. Milon for <br />Steelworkers Oldtimers Foundation. <br />MOTION/VOTE: After the Public Comment period, motion/second by CM Sanders/Chastain to <br />terminate the Public Hearing, carried with no opposition from Council. CM Grimsby was <br />absent. <br />After discussion, motion was made by Mayor Gaytan, seconded by CM Bennett, to approve and <br />adopt RESOLUTION NO. R-21-99 which would be modified to include the following <br />allocations: Shopping 4 Seniors ($1,000); Libreria del Pueblo ($2,500); Inland Temporary <br />Homes ($2,500); Legal Aid Services ($2,000); Option House Aid ($1,000) and Adopt a Bike, <br />Adopt a Computer ($1,000). Motion carried with CM Grimsby absent. <br />RECESS: <br />At 8:22 P. M., Mayor Gaytan declared a recess and at 8:47 P. M., the meeting reconvened with <br />all Members present except for CM Chastain who was momentarily absent from her place at the <br />dais and for CM Grimsby who was absent from the meeting. <br />ORDINANCES: <br />Historic Preservation <br />MOTION/VOTE: Motion/second by CM Bennett/Sanders to waive full reading and pass second <br />reading of ORDINANCE NO. 0-02-99, amending Municipal Code Section 15.40.080 Historic <br />Preservation, specifically, Section 15.40.030 Definitions and Section 15.40.080, Nomination and <br />designation program for historic resources. Motion carried with consensus of Council.
