Motion carried with CM Sanders <br />voting "No." <br />ORDINANCES: <br />Fireworks for Millennium Celebration <br />Fire Marshal Alan Sork provided summary of his written report dated April 21, 1999. <br />Motion/Vote: Motion/second by CM Cook/Bennett to waive full reading and pass first reading <br />of an ordinance relating to the sale and use of safe and sane fireworks for the Millennium <br />Celebration, ORDINANCE NO. 0-07-99. Motion carried unanimously. <br />Personnel System Rules and Regulations and Civil Service System <br />The item was pulled at the behest of the City Manager who explained that a labor group had <br />requested the opportunity to review the item. Discussion was followed by a request that other <br />departments be reviewed in a separate setting, and that any changes be submitted to the Civil <br />Service Commission for input. City Manager Garcia explained there were no rule changes and no <br />administrative policy changes just an effort to consolidate data into one manual. He agreed that <br />the Commission would review the item. <br />PUBLIC HEARINGS: <br />Wind -Powered Generators <br />This was the time and place fixed to consider an urgency ordinance temporarily prohibiting the <br />construction of wind -powered generators within the City limits pending study and adopting of <br />regulatory and zoning standards. <br />Mayor Gaytan declared the Public Hearing "open." <br />City Clerk Barrera informed that the Affidavit of Publication calling the Public Hearing was on <br />file in the City Clerk's Office and announced that she did not receive any protests or objections. <br />City Attorney Sonia Carvalho provided brief background and explained that the proposed <br />moratorium ordinance would stop new structures of windmill type in any zones throughout the <br />City for a period of time. This would allow staff the opportunity to study where these types of <br />facilities might be proper and to allow the Planning Department the opportunity to confer with the <br />Utility Department to work on creative and joint solutions to the problem.
