ORDINANCES: <br />First Reading - Outdoor Festivals and Special Events: <br />As informed by City Manager Garcia, Mayor Gaytan ordered the item pulled from the Agenda, as <br />all information was not included. <br />Second Reading= Shopping Carts and Laundry Carts: <br />Motion/Vote: Motion/second by CM Cook/Chastain to waive full reading and pass second <br />reading of an ordinance adding Chapter 6.18 to the Colton Municipal Code regulating shopping <br />carts and laundry carts, ORDINANCE NO. 0-06-99. Motion carried with CM Sanders and <br />Mayor Gaytan voting "No." CM Bennett was momentarily absent from her place at the dais and <br />did not cast her vote. <br />Second Reading - Fireworks/Millenium Celebration: <br />Motion/Vote: Motion/second by CM Cook/DeLaRosa to waive full reading and pass second <br />reading of an ordinance relating to the Sale and Use of Safe and Sane Fireworks for the <br />Millenium Celebration, ORDINANCE NO. 0-07-99 carried on unanimous vote. <br />PUBLIC COMMENT <br />The following individuals voiced community concerns: Bill Yahn, Charles Jackson, and Steve <br />Anderson. Mayor Gaytan turned the gavel over to Mayor Pro Tempore Bennett and excused <br />-- himself from the dais. Mr. Bruce Gaytan presented his concerns. Mayor Gaytan returned to his <br />place on the dais and continued presiding over the meeting. <br />MAYOR AND COUNCIL ITEMS: COMMENTS, INTER -GOVERNMENTAL AGENCY <br />REPORTS, INFORMATION SESSION: <br />Information: <br />District 5 - CM Bennett expressed appreciation for the painting of the wall facing the freeway. <br />She suggested that concerts and street fairs be set at other City locations. She requested the <br />trimming of the palm tree at the Car Wash at Barton and Washington Streets as it poses a danger. <br />She noted that the Rich Dauer Park restrooms are locked on the weekend and there is no <br />electricity and asked that staff be available to provide electricity on weekends. <br />District 4 - CM Cook announced a Community Meeting on 5/20/99 at 6:30 P. M. at Grant <br />School; reported the Union Pacific Safety Meeting on 5/6/99; the Dress for Success and Shadow <br />Day Participation, the Kiwanis Club's 75' Anniversary Celebration, the Community Ball <br />participation and the Lincoln School students' tour of City Hall and the Police and Fire <br />Departments. <br />District 3 - CM Chastain provided additional information on the Lincoln School Students' tour <br />and mentioned upcoming tours for other schools.
