District 5: CM Bennett praised the veterans groups for the Veterans Day program. She listed the <br />following issues: Missing signs at Reche Canyon Estate; the holes on the stucco wall; and, the <br />gap on the front roadway. <br />suggested - Officers initiated a school program re red lights for buses and targeted at random <br />schools to see how the Huesterberg will have the traffic officer look to see what other cities are <br />doing regarding the same problem; <br />District 2: CM DeLaRosa praised the Police Department for the professional manner they <br />displayed during the Veterans Day Program. In response to constant complaints about speeding <br />cars and improper parking at the schools, he asked to have Police officers monitor the five <br />elementary schools at the start and end of the school day. Captain Heusterberg responded. CM <br />Bennett suggested a program, presently in use in Moreno Valley, wherein officers selected a <br />school at random and were present at the school for a couple of days. The results were positive. <br />Parents stop when red bus lights are flashing and they follow the rules for the safety of the <br />children. Captain Heusterberg said staff would study the surrounding cities for existing programs <br />that the City can adopt. <br />ACTION ITEM: <br />State Historical Resource Commission <br />Item advanced on the agenda and acted upon. <br />Travel Costs Exceeding $1,000 <br />MOTION/VOTE: After brief discussion, motion/second by CM Cook/Grimsby to amend Item 1 <br />to add the City Manager's request to attend the Leadership Team Workshop carried with CM <br />Chastain and Mayor Gaytan absent. <br />Motion/second by CM Cook/Sanders to approve attendance of five Council Members and the City <br />Manager at the League of California Cities City Council and City Managers Leadership Team <br />Workshop in Pomona, California on January 19-21, 2000. Motion carried with CM Chastain and <br />Mayor Gaytan absent. <br />Discussion followed on a subsequent item regarding a memorandum dated November 16, 1999, <br />requesting approval for travel expenses for Mayor Gaytan for a Conference to be held December <br />6 through 8, 1999 in Dallas, Texas <br />City Attorney Carvalho stated that a memorandum was left for everyone at the dais. She <br />reminded Council of the Brown Act, namely, that agenda items could be added if there was <br />evidence to show that the issue came up after the posting of the agenda and there was a need to <br />take immediate action and that said action would require a 4/5ths vote.
