CITY OF COLTON <br />CITY COUNCIL REGULAR MEETING MINUTES <br />OCTOBER 05, 1999 <br />Regular Meeting held on the above given date at 6:36 P. M., in the Council Chambers of City <br />Hall, with Mayor Gaytan, presiding. <br />FLAG SALUTE: <br />Utilities Commission Member Charles Jackson led the Pledge of Allegiance. <br />INVOCATION <br />Mayor Gaytan led the invocation. <br />ROLL CALL: <br />PRESc^717 <br />CM Donald J. Sanders <br />CM Kelly J. Chastain <br />CM James B. Grimsby <br />Mayor Karl E. Gaytan <br />City Manager Garcia <br />City Clerk Barrera <br />AGENDA REVIEW: <br />DELHI SANDS FLOWER -LOVING FLY <br />CM Richard A. DeLaRosa <br />CM Betty L. Cook <br />CM Deirdre H. Bennett <br />City Attorney Carvalho <br />MOTION/VOTE: Motion/second by CM Cook/Bennett to advance Agenda Items Nos. 18 and <br />19 on the agenda carried with no opposition to the motion. <br />CM Sanders made full reading of the proposed resolutions highlighting the City's concerns about <br />the Delhi Sands Flower Loving Fly. The resolutions were accepted by Ms. Carmen Oregel <br />Alvarez, representative of Senator Joe Baca. She said Senator Baca shared similar concerns and <br />would support and champion the City's cause before the U. S. Congress. <br />MOTION/VOTE: Mayor Gaytan moved, seconded by CM Cook, to approve RESOLUTION <br />NO. R-89-99, exhorting the Carlsbad Office of the U. S. Fish and Wildlife Service for failure to <br />negotiate and acceptable mitigation of the Colton Recovery Zone for the Delhi Sands Flower - <br />Loving Fly and RESOLUTION NO. R-90-99, requesting that the United States Congress take <br />action in amending the Endangered Species Act to delist the Delhi Sands Flower -Loving Fly.
