RECESS: <br />At 6:48 P.M., Mayor Gaytan declared a recess and at 7:02 P. M., the meeting was reconvened <br />with all Members present except for CM DeLaRosa. <br />Rev. Steve Anderson spoke against the Resolutions. After brief discussion, Mayor Gaytan <br />directed the City Manager to investigate and report on the request for the drafting of a petition to <br />circulate in the community. <br />CEREMONIAL MATTERS: <br />Presentations, Awards, Proclamations <br />❑ Gilbert A. Duran, Jr., a Promotions Organizer, described the Colton High School <br />Cheerleaders plans to go to Sydney, Australia, and participate in the 2000 Olympics. The <br />members were introduced: Nancy Estrada, Kira Holmes, Katie Holmes, Laurianne Serrano <br />and Dailon Jones. <br />❑ Proclamation was read declaring October 3-9, 1999 as the 13' Annual Public Power Week; <br />Director Clarke accepted the document. <br />❑ Proclamation was read declaring Oct 15 - 22, 1999 as Make a Difference Day. <br />❑ Proclamation was read honoring the Knights of Columbus Council #4017 as Co -host for the <br />Annual State of California Candy Drive Days on Oct 15 - 17, 1999, for the mentally retarded; <br />the document was accepted by Past Grand Knight Robert Glovak. <br />PUBLIC HEARINGS: <br />Permits/Variances <br />Time and place fixed to consider an ordinance of the City of Colton amending Section <br />18.58.070(A) of the Colton Municipal Code relating to the expiration of conditional use permits <br />and variances. <br />Mayor Gaytan opened the Public Hearing. <br />City Clerk Barrera declared the Affidavit of Publication calling the Public Hearing was on file in <br />her office and reported that no protests or objections were received. <br />Director Zamora provided a summary of his agenda report of September 27, 1999 and <br />recommended adoption of the proposed amendment. Discussion followed on questions regarding <br />the purpose for the item at the present time and whether all conditional use applicants could apply <br />for the extension. City Attorney Carvalho stated that the ordinance would only apply if the <br />applicant came forward. The primary reason for this action, she said, was for deferring or trying <br />to oppose frivolous litigation, for those that might want to stop a project.
