amendment to the environmental assessment for File Index Number DZ -09-99, church property <br />adjacent to the Southwest corner of Citrus and Pennsylvania Avenue, APN No. 160-221-10 and <br />11. <br />Mayor Gaytan opened the Public Hearing <br />Deputy City Clerk Delgado submitted the Affidavit of Publication for the Public Hearing and <br />announced that she did not receive any protests or objections. <br />Community Development Director Zamora reported on both subjects through summary of his <br />agenda report dated August 24, 1999. <br />Discussion followed on the school district and the school impact fee; lot sizes and concentration <br />of those lots, 7200 foot standard for R-1 lot, request for zone change and overlay of PC, water <br />run-off, City Engineers and Design Review Committee meetings, easement maintenance, LLMD <br />zone, number of homes built if standard applied, width of streets, two car garages and driveways, <br />and the accessibility of secured easement. <br />The following individuals voiced support or opposition to the item: Isaac Suchil, Kim Starr, Jim <br />Kirkendall, Donna Atabey, Manuel Gaitan, Lupe Vega, Mike Carlstrom, and Susan Starr. <br />Appellant John Reichel provided information on the following issues: Water run-off conditions <br />and negative impact studies, easement, landscape maintenance district identified as "old Colton," <br />disclosure items, 52 homes in 7.5 acres a density of 6.9 units per acre, the General Plan for low <br />density residential is a range of 4 units to 8 units per acre, daily traffic translates to a car every <br />six minutes, play areas, the model floor plans, the block wall. He said that on April 19, 1999 he <br />received a form letter from the school district. Discussion followed on disclosure to buyers <br />regarding schools, paving the easement; extra lighting for the easement and privacy to established <br />homes. <br />Mr. Reichel offered to meet with the residents on Cameo and Agate to determine their preference <br />to one-story or two-story homes. Discussion followed on site planning and design review of the <br />project and the buildings that are going to be placed on them. Mr. Reichel offered to finish the <br />block wall and replace the wooden fence at the easement. He indicated that, after discussion with <br />Southern California Edison, the existing tower would be eliminated and replaced by a pole. <br />MOTION/VOTE: The initial motion by CM Sanders to terminate the Public Hearing failed for <br />lack of a second. Motion/second by Mayor Gaytan and CM DeLaRosa to terminate the Public <br />Hearing carried with no opposition. <br />Motion by Mayor Gaytan, seconded by CM Grimsby, to waive full reading and pass first reading <br />of ORDINANCE NO. 0-16-99, and to approve and adopt RESOLUTION NO. R-82-99, <br />overturning the Planning Commission's decision with the proviso that the developer will meet <br />with appropriate staff to work out the existing issues raised during public comment and in a <br />communication received by the Council and forwarded to the City Manager.
