Bennett <br />City Attorney Carvalho <br />➢ Proclamation was read commemorating the Kiwanis Club of Cooley Ranch for 20 years of <br />service in the City of Colton; President -Elect accepted the document. <br />➢ Larry Reinhart, Director of Inter -governmental Affairs at the Southcoast Air Quality <br />Management District, introduced Leonard Paulitz, the City of Colton's representative on the <br />AQMD Governing Board, who spoke of the fight against smog in this region, rated as <br />extreme non -attainment. He said that California and AQMD were required to reduce smog to <br />meet the standards of the Clean Air act and be in attainment by the year 2010. To that end, <br />AQMD monitors air quality; controls stationary sources; produces a plan every three years <br />and promulgates the ride -share program. The City's role is exercised through the <br />development plan (smart growth), traffic control, clean fuel vehicles, and the ride -share <br />program. Money is derived from AB2766 and the City receives $1.60 out of each $4 <br />registration fee. The City's balance was $52,000 and this fund can be used to pay differential <br />costs of an EV or CNG or installing charging stations. AQMD meets with residents at town <br />hall meetings and each month a newsletter is forwarded to Members of the City Council. <br />City Council Mins Sept 21, 1999 1 <br />
