ORDINANCES: <br />Second Reading - Change of Zone <br />MOTION/VOTE: Motion/second by CM Cook/DeLaRosa to waive full reading and pass second <br />reading of a proposed ordinance approving a change of zone from R-1 (single family residential) <br />to R-1/PC (single family residential -planned community) for certain property located in the City <br />of Colton, ORDINANCE NO. 0-16-99 carried with no objection to the motion. <br />Second Reading - Redevelopment Plans for Mt. Vernon Corridor and West Valley Projects <br />Motion/Vote: Motion/second by CM Sanders/Cook to waive full reading and pass second <br />reading of proposed ordinances amending certain time limitations with respect to the <br />redevelopment plans for the Mt. Vernon Corridor Project and the West Valley Project and the <br />First Amendment to the West Valley Project, ORDINANCES NOS. 0-17-99 and 0-18-99, <br />carried with no opposition to the motion. <br />Second Reading - Daytime Loitering by Minors <br />MOTION/VOTE: Motion/second by CM Bennett/Sanders to waive full reading and pass second <br />reading of a proposed ordinance amending Colton Municipal Code Chapter 9.32.030 regarding <br />daytime loitering by minors, ORDINANCE NO. 0-20-99 carried with no opposition to the <br />motion. <br />PUBLIC COMMENT <br />The following individuals voiced community concerns: Steve Anderson, Ann Kolman, Bob <br />Johnson and Michael Berg. <br />MAYOR AND COUNCIL ITEMS: COMMENTS, INTER -GOVERNMENTAL AGENCY <br />REPORTS, INFORMATION SESSION and ACTION ITEMS: <br />Commission Update: <br />Parks & Recreation Commission update Item was pulled and cancelled <br />Comments: <br />District 1 - CM Sanders announced the resignation of Mr. Van Der Touw and declared a vacancy <br />on the Code Enforcement Commission. He spoke about truck traffic and control on Meridian <br />Avenue. He noted a recent ruling by the Fish and Wildlife Department, citing Section 9 of the <br />Federal Endangered Species Act, prohibiting the installation of a fence on a road right-of-way, <br />around a site located on the Northeast corner of Visconti Drive and Meridian Avenue. <br />District 2- CM DeLaRosa met with Citizens on Wednesday, September 15, 1999, about the <br />proposed development on Citrus and Pennsylvania and through meetings with the developer and <br />City Council Mins Sept 21, 1999 2 <br />
