Assistant City Manager Parrish identified the proposed document as a reimbursement agreement <br />wherein the City of San Bernardino agreed to provide $30,000 to offset the costs of CFD funded <br />Randall Avenue Storm Drain. <br />Motion/Vote: Moved and seconded by CM Cook/Sanders to approve and accept the <br />Reimbursement Agreement, between the City of Colton and the City of San Bernardino, for the <br />Randall Avenue Storm Drain Project. Motion carried with Mayor Gaytan absent. <br />Grant Funds <br />Police Captain Huesterberg reported that the grant funds could be used locally for youth <br />programs, by a non-profit organization and noted that, at present, time constraints would not <br />allow changes to Staffs recommendation. If funded next year, he planned to confer with Council <br />to determine the local use of these grant funds. <br />MOTION/VOTE: Motion and second by CM DeLaRosa/Cook to approve and adopt <br />RESOLUTION NO. R-06-00, in releasing their grant award as part of the Regional Juvenile <br />Crime Enforcement Coalition, carried with Mayor Gaytan absent. <br />RDA Loan Agreement <br />As requested, Mayor Pro Tempore Bennett continued the item to March 7, 2000, to coincide with <br />the RDA item concerning La Mesa RV. <br />PUBLIC HEARING: <br />Infrastructure Study <br />This was the time and place fixed to consider approval of a resolution taking the following <br />actions: (1) Approval of the capital infrastructure study, as amended by an update to the Mohle <br />Grover Traffic Impact Analysis; (2) adoption of all related fees provided for in the study; and, (3) <br />adoption of a negative declaration for the same. <br />Mayor Pro Tempore Bennett declared the public hearing opened. <br />The matter was continued to March 7, 2000, at 6:00 P.
