Fire Chief Hendrix requested the creation of a capital improvement fund, to carry funds from one <br />budget year to the next, to replace the current drill tower, that is used daily for fire company <br />training, rookie training and fire company training on a bi-annual basis. <br />MOTION/VOTE: Motion/second by CM Cook/Grimsby to approve the Fire Department's <br />request to create a single purpose capital improvement account to replace the existing drill tower <br />at Fire Station 1 and to approve the transfer of $11,442.32 in revenue collected in 1999 to the <br />new Capital Improvement Account. Motion carried with Mayor Gaytan absent. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Adiournment <br />City Manager Garcia requested adjournment of this meeting to Tuesday, February 22, 2000 at <br />5:00 P. M. for conducting a mid -year budget review on the General Fund and on the <br />Implementation Plan for the Redevelopment Agency. Mayor Pro Tempore Bennett so ordered. <br />Annual Report - Colton Disposal <br />Ric Collette, Vice President for Colton Disposal, distributed the annual report and presented <br />highlights on the following topics: Accomplishments and services; annual franchise fee, AB 939 <br />-- compliance overview, total solid waste collected, residential diversion, commercial/industrial <br />diversion and city-wide diversion; material recovery facility project (MERF to be located at 2059 <br />Steel Road) update; customer service and public awareness activities and highlights. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />CLOSED SESSION: <br />City Attorney Carvalho announced that City Council would meet in Closed Session to discuss the <br />following item: <br />(A) CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION <br />Significant Exposure to Litigation pursuant to Government Code §54956.9(b) and (c). <br />Number of Potential Cases: One <br />At 7:45 P. M., Mayor Pro Tempore Bennett adjourned the general meeting to Closed Session and <br />at 8:37 P. M., the meeting reconvened with all members present except for CM Grimsby and <br />Mayor Gaytan who were absent. <br />City Attorney Carvalho announced that the City Council did meet in Closed Session to discuss a <br />personnel claim and there was no reportable action with respect to that claim. <br />City Attorney Carvalho announced her future absence because of her maternity leave. <br />City Council Mins Feb 15, 2000 6 <br />
