ORDINANCE: <br />City Attorney Derleth explained the proposed action would change the stormwater ordinance to <br />bring it into compliance with Clean Water Act. He said the ordinance did not have any impact in <br />fees or increase in fees. <br />MOTION/VOTE: Motion/second by CM Chastain/Cook to waive full reading and pass First <br />Reading of ORDINANCE NO. 0-04-00, amending various sections of Ordinance No. 0-20-96 <br />and Ordinance No. 0-17-93 of Title 14 relating to regulation of stormwater discharges, carried <br />upon unanimous vote. <br />PUBLIC COMMENT <br />None. <br />MAYOR AND COUNCIL ITEMS: Comments, Inter -Governmental Agency reports, <br />Information Session and Action Items: <br />COMMENTS: <br />District 6 - CM Grimsby announced a Town Hall meeting on April 27, 2000. <br />District 4 - CM Cook invited everyone to the National Day of Prayer at noon on May 4, 2000. <br />She praised the Code Enforcement's Neighborhood Enrichment Program and she reported the <br />award of the remaining 600 acres of former Norton AFB to SBIAA, now known as San <br />Bernardino International Airport and Trade Center. She thanked the volunteers who worked for <br />the success of Library Week. <br />District 3 - CM Chastain reported on the success of the City Volunteers' Dinner. She called <br />attention to the Colton High School's Government Day set for April 19. She reported on <br />SANBAG and the development of a corridor for possible improvement of the Reche Canyon <br />roads and the Governor's allocation of State General Funds ($5.2 million) to go for traffic impact <br />in different counties. <br />District 4 - CM DeLaRosa challenged the Traffic Committee's report, based on 1974 findings, <br />wherein the request, from the residents of the Las Brisas apartment complex, for a crosswalk on <br />Rancho, between Mill and Johnston, was denied. He noted the report stated that mid -block <br />crosswalks were unsafe yet he found 20 mid -block crosswalks in the City. He requested Council <br />support for a crosswalk with flashing lights. The City Manager was directed to place the item on <br />the next agenda for discussion and action. <br />District 1 - CM Sanders reported on a recent meeting of the League of California Cities Board of <br />Directors and urged Council Members to attend the meetings on May 22 and 23, 2000, in <br />Sacramento, for a legislative action briefing. He commented on the traffic signal and widening of <br />the lanes at Pepper and Randall; the lattice surrounding Well 24; asked for the lists of sidewalk <br />improvements for the June meeting; proposed a health screening program for the community; and <br />City Council Mins Apr 18, 2000 2 <br />
