City Clerk Barrera stated the Affidavit of Publication was on file in the City Clerk's Office and <br />reported she did not receive any protests or objections. <br />As contract city attorney, Legal Counsel Carvalho disqualified herself from acting on this matter, <br />as the applicant had been a client of the firm, not with respect to this project, but with respect to <br />some real property acquisitions. She indicated she would return to the dais after discussion. She <br />left the dais at 6:28 P. M. <br />Community Development Director Zamora reported that, in an effort to expand its business, <br />applicant's request was for a land use designation prior to its application of a conditional use <br />permit. Staff recommended approval of File Index Number DSP -70-99, subject to the Conditions <br />of Approval; adoption of the proposed resolution and the filing of a Negative Declaration. <br />Discussion followed on the current process procedure under Agua Mansa Specific Plan; <br />screening; security; zone change; the conditional use permit; and, deliveries and traffic impact. <br />Public Comment <br />The following persons spoke on behalf of the subject: Robert Matich; G. F. Brewton and Grant <br />Becklund. <br />MOTIONNOTE: Motion/second by CM Sanders/Grimsby to terminate the public hearing <br />carried unanimously. <br />Motion/second by CM Sanders/Grimsby to accept Staff's recommendation to approve File Index <br />Number DSP -70-99, subject to the Conditions of Approval; to approve and adopt the <br />RESOLUTION NO. R-59-00, approving an amendment to the Agua Mansa Industrial Corridor <br />Specific Plan; and, to file a Negative Declaration. Further, motion was augmented to direct that <br />the Agua Mansa Specific Plan be returned to the Planning Commission for a long-term view of <br />the area as it goes toward build -out and that the subject of proper screening, wall and landscape, <br />be included in the Conditions of Approval.
