Item 10 - Discussion followed on changes suggested by FEMA's model ordinance. John Hutton <br />presented. <br />MOTION/VOTE: Motion/second by CM Cook/Sanders to approve Item 10 carried upon <br />unanimous vote. <br />Item 11 - Discussion had regarding personnel schedule; staffing levels; costs; savings; funding <br />mechanism and impact. The following persons spoke on the item: Doug Blinkinsop and Joe <br />Perez. Discussion continued on the 10 -year projection regarding staffing reduction; 3% at 50; <br />retirement numbers; attrition; emergency response time to District 5; and disaster response. <br />Finance Director Holliman, Fire Chief Hendrix and City Treasurer Williams responded. <br />MOTION/VOTE: Motion/second by CM Cook/Grimsby to approve the MOU with the <br />Firefighters Association and to authorize staff to sign both the attached MOU and <br />"comprehensive" MOU on behalf of the City. The maker of the motion, along with the maker of <br />the second, agreed to the addition of the following: Further, the directive was given that the City <br />Manager and Fire Chief develop a method of safety in the event of a disaster, namely, getting <br />vehicle transportation to remote areas of the City and improving the level of efficiency within the <br />Fire Department and Police Department, in order to maintain the level of service. <br />Motion carried with CM Sanders and CM Bennett voting "No." <br />CONSENT CALENDAR: <br />(5) Minutes - Approved Minutes for the Regular Meeting held June 20, 2000 and Minutes for <br />the Regular Meeting held March 7, 2000, on file in the Office of the City Clerk. <br />(6) Warrants - Approval of Payable Warrants #36167 to #36234, dated 07/06/00, totaling <br />$177,536.90; Payable Warrants #36235 to #36468, dated 07/13/00, totaling $682,468.46, <br />Payroll Warrants #208522 to #208926, dated 07/25/00, totaling $496,130.47, on file in the <br />Finance Department. <br />(7) Annual Special Tax for CFDs - [SEE above for separate vote]: Approved and adopted the <br />resolutions authorizing the Levy of the 2000/2001 Annual Special Tax for Community <br />Facilities Districts 87-1, 88-1, 89-1, 89-2 and 90-1, RESOLUTION NOS. R-62-00, R-63- <br />00, R-64-00, R-65-00, and R-66-00. <br />(8) Personnel/Police - Approved the request for recruitment and ratification of employee <br />appointment to the full time position of Police Lieutenant in the Police Department. <br />(9) Power Generating Facility - PULLED FOR FORMAL PRESENTATION UNDER CITY <br />MANAGER'S HEADING: Approval of a Professional Services Agreement with Stewart <br />and Stevenson of Santa Ana, California, in the Amount of $150,000, for the Design of a <br />5MW Power Generating Facility. <br />City Council Mins August 1, 2000 5 <br />
