City Parks, Permitting Skating; In -Line Skating and Skateboard, First Reading: <br />Discussion followed on the following topics: Enforcement of the proposed rule regarding adult <br />supervision for children under 12; allowing the use of tennis courts; the present problems with <br />skateboarding and the effort to protect Fleming Park; plus, the idea of "pocket parks." <br />MOTION/VOTE: Motion/second by CM Chastain/DeLaRosa to waive full reading and pass <br />first reading of an Ordinance adding Section 3, Section 12.24.062 permitting skating, in-line <br />skating and skateboarding in city parks with the exception of Fleming Park, ORDINANCE NO. <br />0-09-00. <br />Public Comment - John Longfield commented on the proposed ordinance. <br />After discussion, the maker of the original motion, and the second, agreed to amend the motion <br />for second reading by directing Staff to include the provision to safeguard existing equipment at <br />all parks and, further, include a provision that will allow the enforcement of the proposed <br />ordinance. <br />Following additional comments regarding signage, enforcement and liability, the author/second of <br />the main motion withdrew the motion. Mayor Pro Tempore Bennett directed Staff to return with <br />the item for the next Council meeting on September 5'. <br />PUBLIC COMMENT: <br />The following citizens addressed community concerns: William Yahn; Steve Anderson; Gwen <br />Brown; Jimmy Babacos; and, Omar Shaheed. <br />Brief discussion followed on the creation of a committee for receipt of public complaints. City <br />Attorney Carvalho advised that under the Brown Act action could not be taken to create the ad <br />hoc committee. Assistant City Manager Parrish agreed to move the item forward and return the <br />item at next Council meeting. <br />MAYOR AND COUNCIL ITEMS: Comments, Inter -Governmental Agency reports, <br />Information Session and Action Items: <br />COMMENTS: <br />District 6 - CM Grimsby announced that construction on the Litton turnout on La Cadena to <br />commence on August 2151. <br />District 4 - CM Cook spoke on volunteerism; children; the $50,000 grant for rehabilitation, from <br />September to December, of Colton Carnegie Library; and, the school tour by students of the Paul <br />Rodgers School. <br />District 1 - CM Sanders commented on the school tours by CM Cook and CM Chastain; the <br />street repairs and improvements; cameras at West Valley Park; the street sweeping/no parking <br />pilot program; and the Taormina Dumpster program. <br />City Council Mins August 15, 2000 2 <br />
