District 2 - CM DeLaRosa addressed using a shuttle for youth from the Colton Community <br />Homes to the Community Center; the use of Quimby Park funds for recreation equipment; <br />Council's letter of support for the joint project with the school district; and, the Taormina <br />Dumpster program. <br />District 3 - CM Chastain spoke about right-of-way cleanup; possible surplus funding for <br />overpasses in the Alameda Corridor and additional funds for the North-South Corridor, namely, <br />Reche Canyon Road improvements and Pepper Street extension; the bid process for restrooms for <br />Cesar Chavez Park and placement of roll -off bins in the district. <br />District 5 - CM Bennett announced a district vacancy in the Code Enforcement Commission; <br />graffiti cleanup on the freeway and flowers in front of Reche Canyon Estates. <br />BOARDS AND COMMISSIONS <br />Commission Appointments <br />There were no appointments. <br />Community Facility District Commission Presentation <br />Chairman Don Sigity reported on current activities for each of the Community Facility Districts. <br />CEREMONIAL MATTERS: (Continued) <br />Presentations, Awards, Proclamations <br />Childcare State Grants <br />Director Ron Kenny announced the City of Colton's Park, Recreation and Family Services <br />Childcare Division would receive funding totaling more than $2 million. He said the three grants <br />included funding from a State pre-school grant, a renovation and repair grant and funds from <br />proposition 10. Childcare Manager Carolyn Jones described the facilities and highlighted the <br />proposed programs. She stated that grant one in the amount of $37,000 would be used in four <br />sites to refurbish and repair facilities and provide ADA ramps; grant two would fund community <br />childcare (40 pre-school slots) in the amount of $132,000 a year, renewable; and, grant three <br />would pay over $2 million over a three-year period for child-care programs. <br />It was noted that Mayor Pro Tempore Bennett became ill and left the dais at 7:45 p. in., and <br />Councilmember Cook was asked to preside. As reminded by the City Clerk, City Attorney <br />Carvalho indicated that because the Mayor's seat was vacant and the Mayor Pro Tempore was <br />unavailable that the body was required to appoint a presiding officer for the balance of the <br />agenda. With no objection from Council, Councilmember Cook continued presiding over the <br />meeting. <br />AGENDA REVIEW: <br />Contract, Sole Source, Omega Group <br />City Attorney Carvalho recalled that the City Council had approved the expenditure of funds from <br />CLETP; however, staff was unaware that the funds had to be expended by September 151.
