MOTION/VOTE: Motion/second by CM Chastain/Sanders to approve the proposed <br />Memorandum of .Agreement and Support Agreement by and between the City of Colton, the <br />Redevelopment Agency for the City of Colton and the United States Army Corp of Engineers for <br />implementation of the Brownfields Project substantive in form and content to those attached as <br />Exhibit "C" to the staff report and to authorize the City Manager to execute the agreement(s) and <br />any other subsequent documents necessary to implement the Brownfields Project. Motion carried <br />with CM Ramos, CM Zamora and Mayor Cook absent. <br />Item No. 5 [See above]: This item was revisited to address the warranty provisions. Finance <br />Director Holliman indicated the City was paying for the time involved to set up the program plus <br />an annual maintenance amount for updates, modifications, and any fixes. The local office is <br />located in Redlands. Discussion followed on the idea of multi-year maintenance agreement. It <br />was noted that training was included in the price, a total of three days or 24 hours. <br />Item No. 14: Discussion followed on whether U S Strategy Inc. was reevaluating its plan and its <br />approach and whether the City was redoubling its efforts with its congressional representatives. <br />ACM Parrish responded. <br />MOTION/VOTE: Motion/second by CM Sanders/Zamora to approve the third extension of the <br />Consulting Services Agreement with the Arrowhead Management Group for the Comprehensive <br />Project 3-5 Storm Drain in the amount of $26,186. Additionally Council approved an <br />appropriation in the amount of $26,186 to cover the project costs discussed in the agenda report <br />dated December 11, 2000. Motion carried with CM Ramos and CM Cook absent. <br />Item No. 15: Utility Director Clarke confirmed this was a separate agreement, a replicate of the <br />Drews Substation, that allowed 40 watts of generation to be installed at the Century substation. <br />MOTION/VOTE: Motion/second by CM Sanders/Chastain to approve the Century Substation <br />Lease Agreement with Alliance Colton, LLC. Motion carried with CM Ramos and Mayor Cook <br />absent. <br />CONSENT CALENDAR for City Council and Colton Utility Authority: <br />(1) Minutes - Approved the Minutes for the Regular Meeting held November 21, 2000, on <br />file in the Office of the City Clerk. <br />(2) Warrants - Approved Payroll Warrants #212232 to #212632, dated 11/28/00, totaling <br />$506,971.19; Payroll Warrants #212634 to #212646, dated 12/05/00, totaling $29,900.71; <br />Payable Warrants #39242 to #39404, dated 11/30/00, totaling $468,081.74, on file in the <br />Finance Department. <br />(3) Claims - Denied Claims against the City submitted by Fares Abbasi, Mike McGarrah, and <br />Pedro Sandoval.
