Staff recommended final acceptance of Tract 15784 for the release <br />of bonds. <br />Identifying the origin of the water, Director Hutton reported that the drainage was coming from <br />Pennsylvania, west to east, to Johnston Street. He described the water as a nuisance type that <br />required a curb and gutter system. He recommended that the existing 180 feet be removed and <br />that curb and gutter be installed to meet the other half of an existing cross gutter. He said that he <br />had submitted an update for cost estimates for the suggested improvements. <br />At 7:15 P. M., CM Grimsby was noted absent from his place at the dais. <br />Discussion continued on the area described as the rectangular, under the sidewalk drain from <br />northeast corner of Johnston and Pennsylvania Avenue, coming from Esperanza and Ohio Streets. <br />Director Hutton explained that the only way to get rid of the surface drainage water would be to <br />install an underground drainage conduit, a storm drain. CM Chastain said the same problem <br />existed at Laurel and Rialto at the northeast side and asked to be included in any study to be <br />conducted. CM Bennett indicated that there were similar problems in her district as well. <br />MOTION/VOTE: Motion/second by CM Cook/DeLaRosa to authorize the final acceptance of <br />Tract 15784, located northerly of Johnston Street and Hunter Road, and to authorize the release <br />performance/labor and material bonds by G.F.R. Enterprises. Motion carried with CM Grimsby <br />and Mayor Gaytan absent. <br />Mystery Shop <br />Human Resource Dennis Morris submitted results of a recent customer service study, conducted <br />by an outside consultant, of all City departments. It was found that telephones were not answered <br />timely and employees were not identifying themselves. The telephone policy was redistributed <br />and badges will be provided. He reported that three Customer Service classes were held. <br />At 7:28 P. M., CM Grimsby assumed his place at the dais. <br />PUBLIC HEARING: <br />Infrastructure Study <br />This was the time and place fixed to consider approval of a resolution taking the following <br />actions: (1) Approval of the capital infrastructure study, as amended by an update to the Motile <br />Grover Traffic Impact Analysis; (2) adoption of all related fees provided for in the study; and, (3) <br />adoption of a negative declaration for the same. <br />Mayor Pro Tempore Bennett declared the public hearing opened. <br />The matter was continued to February 15, 2000, at 6:00 P.
