City Attorney Carvalho announced this was a joint meeting and explained that the City Council <br />meeting was formally "open." Bennett <br />City Clerk Barrera <br />City Attorney Carvalho <br />The following citizens addressed the subject: William Yahn, Joe Perez and Doug Blinkinsop. <br />SCHEDULEDITEMS: <br />Proposed Resolution Authorizing the Creation of the Colton Utility Authority; Ratifying the <br />Solicitation of a Proposal for the Lease of the City Water and Wastewater Systems; and Taking <br />certain other Actions in connection therewith <br />Finance Director Al Holliman expounded on the need for emergency mandated wastewater <br />improvements; the potential 33% rate increase for customers; Council's directive to explore ways <br />to keep the rate increase low; proposal to restructure finances of enterprises; and, fund ongoing <br />capital improvements through bond financing and the joint powers authority for water and <br />wastewater operations. Via power point presentation, Director Holliman highlighted the <br />following: Colton Utility Authority Basic Characteristics; Why Establish the JPA; Financial <br />Considerations; Bond Financing; Description of Project Costs and Recommended Action. <br />Utility Director Clarke confirmed that, after the formation of the JPA, the rate increase would be <br />$3.20, expected to remain at that figure for approximately 10 years.
