To lower the <br />reserve balance to $290,980, Staff recommended: (1) Cover the 24% budget increase ($90,326) <br />and (2) request approval of a capital outlay budget ($42,900) for vehicles, miscellaneous <br />equipment and plant materials. Discussion followed on the cause for increase, in-house workers, <br />certified applicator, limitation on reserve fund, specific areas: Eucalyptus, Young Home, <br />Elizabeth Davis Park, median islands, active areas and zones; and, accounts and assessments. <br />City Attorney Carvalho reminded Council that the information regarding accounts and <br />assessments was presented, with the Engineer's Report, one or two meetings ago. It was noted <br />that the City Clerk had, on file, the complete Engineer's Report comprised of 40 pages. <br />MuniFinancial's representative informed that the assessment role itself was a calculation and that <br />what was being approved tonight was the Engineer's Report, the method of apportionment that <br />remained unchanged through the years and actual assessment amounts, the rate for each zone.
