1, PUBLIC HEARINGS: <br />Infrastructure Study <br />This was the time and place continued to for consideration and approval of an ordinance taking <br />the following actions: (1) Approval of the capital infrastructure study, as amended by an update <br />to the Mohle Grover traffic impact analysis; (2) adoption of all related fees provided for in the <br />study; and (3) adoption of a negative declaration for the same. <br />Mayor Pro Tempore Bennett declared the Public Hearing "Open." <br />Acting City Clerk Delgado submitted the Affidavit of Publication and declared that she did not <br />receive any protests or objections. <br />Assistant City Manager Parrish made power -point presentation on the Topping Jacquess Capital <br />Infrastructure Study/Revisions to the Mohle Grover Traffic Study covering these topics: <br />Development of impact fees; current park fee structure; the Quimby Ac ordinance (1988); <br />parkland acreage calculations, parkland cost assumptions, and, park fee recommendations; law <br />enforcement facility fees and law enforcement fee recommendations; fire facilities fees and <br />recommendations; library impact fees and library impact fee recommendations; civic center <br />impact fees; drainage fees; water/wastewater fees; traffic impact fees/revisions to the Mohle <br />Grover Study; and, pass -by credit/competitive analysis. Discussion followed. It was suggested <br />that the impact fees be reviewed every two years instead of the proposed five years. <br />The following members of the Ad Hoc Committee spoke in support of the study and its <br />recommendation: John Reichel and Bob Johnson. <br />MOTIONNOTE: Motion/second by CM Sanders/Cook to terminate the public hearing carried <br />upon unanimous vote. <br />Motion/second by CM Sanders/Cook to waive full reading and pass first reading of the proposed <br />ordinance with the modification of the review time for impact fees from five years to two years, <br />ORDINANCE NO. 0-02-00, accepting the capital infrastructure study, enacting development <br />impact fees to finance public facilities and adopting a negative declaration. Said motion carried <br />upon unanimous vote. <br />CDBG Projects for FY 2000-01 <br />This was the time and place fixed to consider prioritization and funding of Community <br />Development Block Grant Projects for fiscal year 2000-2001. <br />Mayor Pro Tempore Bennett declared the Public Hearing "Open." <br />Acting City Clerk Delgado submitted the Affidavit of Publication and declared that she did not <br />receive any protests or objections. <br />City Council Mins Mar 7, 2000 2 <br />
