MOTION/VOTE: Motion/second by CM Sanders/Chastain to waive full reading and pass <br />second reading of an ordinance taking the following actions: (1) Approval of the capital <br />infrastructure study, as amended by an update to the Mohle Grover Traffic Impact Analysis; (2) <br />adoption of all related fees provided for in the study; and (3) adoption of a negative declaration <br />for the same, ORDINANCE NO. 0-02-00. <br />Second Reading, Amending Ordinance No. 1122 "Civil Service System" <br />MOTION/VOTE: Motion/second by CM DeLaRosa/Cook to waive full reading and pass second <br />reading of ordinance amending Ordinance No. 1122 "Civil Service System," ORDINANCE NO. <br />0-03-00. Motion carried unanimously. <br />PUBLIC COMMENT: <br />The following citizens addressed community concerns: Lily Alexander, William Yahn, <br />Alexander Taylor [Petition submitted], William Yahn and Jim Stoffer. <br />MAYOR AND COUNCIL ITEMS: Comments, Inter -Governmental Agency reports, <br />Information Session and Action Items: <br />BOARDS AND COMMISSIONS: <br />No action was taken. <br />COMMENTS: <br />District 6 - CM Grimsby informed that the turnout at La Cadena and Litton would be ready in <br />July, if not sooner. As a result of an accident yesterday on South La Cadena, CM Grimsby asked <br />that something be done whether a survey for turnouts or fill the little turn pockets with concrete <br />because it is unsafe for U-turns. <br />District 4 - CM Cook spoke about the bus shelters downtown; free OmniTrans buses; the League <br />of California Cities meeting on March 23 and 24, where she will attend the Administration <br />Committee, the Employee Relations Policy and Helen Putnam Award Committee; the April 1 <br />designation of IVDA's approval as a LAMBRA Enterprise Zone; and, the presentation of the <br />Woman of the Year Award to Rosemary Colunga on March 27". <br />District 1 - CM Sanders commented on the La Mesa RV project and proposed development. <br />District 4 - CM Delarosa highlighted the success of the neighborhood enrichment project on <br />Rialto, Bordwell, Jensen and Riverside Avenue and requested a similar project for Julie and Grey <br />Streets. He read the response to his request regarding improvements by Inland Memorial at <br />Hermosa Cemetery. <br />District 3 - CM Chastain reported streets were being paved; the shrub cleanup on Colton Ave and <br />praised staffs work; the Woman's Club Prayer Breakfast; and, the Opening Day Ceremonies at <br />Ken Hubbs Field; <br />City Council Mins Mac 21, 2000 3 <br />
