(11) Notice of Completion -Granted final acceptance of the Notice of Completion for C.D.B.G. <br />Projects #104-21905, #104-22005 and 104-23105 and Julie / Grey - Contractor William <br />Kanayan Construction. <br />(12) Proposed Travel Cost Over $1,000 Per Person - Approved travel costs for the Engineering <br />GIS Technician to travel to San Diego, CA, June 26-30, 2000, to attend the 20'h Annual <br />ESRI User Conference. <br />(13) Award of Contract - Approved award of contract for GIS (Geographic Information Systems) <br />Conversion Project of the City's underground electric data to Nobel Systems in the amount <br />of $111,500. <br />(14) Change Order - Approved Change Order No. 3 to the Krieger & Stewart Design Contract in <br />the amount of $69,300 for the design of additional water line replacements. <br />(15) Contract - Approved the contract for Professional Services with the United States Army <br />Corp of Engineers. <br />(16) Park renaming - Approved the Park and Recreation Commission's recommendation to name <br />the Baseball Field at Cesar Chavez Park in memory of Salvador A. Rios II, former <br />Commissioner. <br />(16a) Permit - Granted the use of Fleming Park and the band shell to Christian Center Academy <br />for its graduation ceremony on June 14, 2000. <br />STAFF REPORTS: <br />PUBLIC WORKS DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Mid -block Crosswalk <br />After distribution of statistical data on crosswalks, a safety study, Public Works Director Hutton <br />made his presentation and recommended funding for lighting and warning for the subject <br />crosswalk, specifically, tunnel lighting and yellow -flashing warning lights. Discussion followed <br />on the need for a survey for statistical data as to the apartment complexes to the west and north of <br />Rancho Avenue and to direct Staff to conduct a risk assessment. Lt. Bruce Rauch provided <br />information on accidents reported in the Rancho Avenue area. City Manager Garcia responded as <br />to funds. Discussion continued on the need to upgrade the crosswalks on Mt. Vernon at Plaza <br />Las Glorias and Cesar Chavez Park. <br />Socorro Ochoa, Manager of Las Brisas Apartments, voiced support of the crosswalk on Rancho. <br />MOTION/VOTE: Motion/second made by CM Sanders/Chastain to approve alternative 2, to <br />install flashing yellow lights at an estimated cost of $25,000. Further, Staff was directed to <br />investigate and report on the funding mechanism to be used for this project, immediately, and to <br />obtain information and report, in July, on the pertinent data, such as pedestrian count, risk <br />City Council Mins May 2, 2000 5 <br />
