M., Mayor Pro Tempore Bennett adjourned the general meeting to Closed Session and at 10:59 P. M., the meeting was reconvened with all members present except for CM Grimsby, City Attorney Carvalho announced that the City Council did meet in Closed Session and discussed the items as announced above. She stated that one item of anticipated litigation would not be discussed. (A) CONFERENCE WITH REAL PROPERTY NEGOTIATOR ACTION: There was no reportable action taken. (B) CONFERENCE WITH LEGAL COUNSEL — ANTICIPATED LITIGATION ACTION: On one item of anticipated litigation, City Attorney Carvalho declared that, in order to avoid litigation, the City Council decided it would be in the City's best interest to form a long-term lease of the City's water and wastewater systems to become the Colton Utility Authority. City Council directed Staff to prepare a proposal for the lease of the water and wastewater systems to be formed as a joint powers authority, for the benefit of the ratepayers, whose members will be the City and the Redevelopment Agency. The City Attorney assured that there would be further hearings on this item. On the second matter of anticipated litigation, there was no reportable action taken. (C) CONFERENCE WITH LABOR NEGOTIATORS ACTION: There was no reportable action taken. (D) PUBLIC EMPLOYEE PERFORMANCE EVALUATION ACTION: There was no reportable action taken. ADJOURNMENT: At 11:00 P.
