M., Mayor Pro Tempore Bennett adjourned the general meeting to Closed Session and <br />at 10:59 P. M., the meeting was reconvened with all members present except for CM Grimsby, <br />City Attorney Carvalho announced that the City Council did meet in Closed Session and discussed <br />the items as announced above. She stated that one item of anticipated litigation would not be <br />discussed. <br />(A) CONFERENCE WITH REAL PROPERTY NEGOTIATOR <br />ACTION: There was no reportable action taken. <br />(B) CONFERENCE WITH LEGAL COUNSEL — ANTICIPATED LITIGATION <br />ACTION: On one item of anticipated litigation, City Attorney Carvalho declared that, in <br />order to avoid litigation, the City Council decided it would be in the City's best interest to <br />form a long-term lease of the City's water and wastewater systems to become the Colton <br />Utility Authority. City Council directed Staff to prepare a proposal for the lease of the water <br />and wastewater systems to be formed as a joint powers authority, for the benefit of the <br />ratepayers, whose members will be the City and the Redevelopment Agency. The City <br />Attorney assured that there would be further hearings on this item. <br />On the second matter of anticipated litigation, there was no reportable action taken. <br />(C) CONFERENCE WITH LABOR NEGOTIATORS <br />ACTION: There was no reportable action taken. <br />(D) PUBLIC EMPLOYEE PERFORMANCE EVALUATION <br />ACTION: There was no reportable action taken. <br />ADJOURNMENT: <br />At 11:00 P.
