Consolidated Part -Time Positions <br />Public Resource Director Morris explained that the instant action was to consolidate a number of <br />part-time positions and create one new position as general office support and to provide <br />incentives, for recreation leaders and library pages, by creating longevity and step increases. <br />There was inquiry on how the local students would be given preference. Director Morris <br />described the plan to advertise in local schools. He indicated that the idea was to hire high school <br />students and graduates. He said there would be a limit of 1,000 hours, with savings to be realized <br />by narrowing the need to use temporary agencies. <br />Elaine Craig, SBPEA Representative, asked why the "worker trainee" title did not say "Student <br />Worker Trainee" and wondered why the position incorporated "steps?" Director Morris said the <br />idea was not to supplant full-time work but to afford training and experience to entry-level <br />workers, through cyclical type of work. Finance Director Al Holliman said this concept worked <br />in two other cities he worked in and suggested it was a great alternative to using temporary <br />agencies. Discussion followed on the Department of Rehabilitation workers; summer help; Gain <br />Program workers; Job Corp; local student trainees afforded first priority; the cap on positions; <br />and, full-time positions. <br />MOTION/VOTE: Motion made by CM Sanders, seconded by CM DeLaRosa, to approve <br />Resolution No. R-30-00, to include the assumption that local preference be afforded to the local <br />high school students and graduates. Motion carried upon unanimous vote. <br />ORDINANCE: <br />FIRST READING <br />Imposition of a Construction Tax and Dedication of Land or Payment of In -Lieu Fees for Park <br />and Recreational Purposes <br />Assistant City Manager Daryl Parrish presented overview of the Capital Infrastructure Study that <br />recommended changes to the park development fee ordinances, more particularly, changing the <br />park development fee for small residential projects to be the same as it is for larger residential <br />projects, to make it equitable. Additionally, ACM Parrish said that a change was suggested to <br />recoup 50% of improvement costs for park facilities, based on needs generated by additional <br />development. Discussion followed on the formation of the Master Park Plan and the eligibility <br />for Quimby funds. After brief discussion, City Attorney Carvalho indicated she would research <br />the question on dedicated land and the use of Quimby funds (restricted funds.) <br />MOTION/VOTE: Motion/second by CM DeLaRosa/Cook to waive full reading and pass first <br />reading of an Ordinance amending Chapter 3.32, Section 3.32.030 of the Colton Municipal Code <br />relating to the imposition of a construction tax and an Ordinance amending Chapter 16.58, <br />Sections 16.58.010, 16.58.040 and 16.58.050 of the Colton Municipal Code relating to the <br />dedication of land or payment of in -lieu fees for park and recreational purposes, ORDINANCES <br />NOS. 0-05-00 AND 0-06-00.
