District 6 - CM Grimsby spoke about the Litton turnout; Rancho Mediterranea's problems with <br />fence spears; green grass policy; lighting; keys; weed abatement; planned power outage and City <br />Web Page. <br />District 4 - CM Cook noted increased service hours for the adult literacy program at Luque <br />Library and the Main Library; the Gates grant computers; State of California Business <br />Transportation Housing Agency Grant for traffic safety; Paul Rodgers Elementary School Student <br />Tours; Citizens Volunteer Awards Dinner and start of the Colton Museum restoration. <br />District 5 - Mayor Pro Tempore Bennett commented on graffiti problems; tree trimming on <br />Plumwood; improvements to Riverwood and Hunts Lane; and, the Police Committee. <br />BOARDS AND COMMISSIONS <br />Commission Appointment <br />No appointments made. <br />Police Commission; Ad Hoc Committee <br />Assistant City Manager Parrish referred to the City Manager's letter of 8/16/00 that included the <br />timeline and plan for the Police Commission, namely, the proposed composition of the Ad Hoc <br />Committee (three city council members and two staff members); the charge, purpose and scope; <br />data for review; organization structure; public participation; timeline and framework. <br />Discussion followed on need for immediate action; sensitivity of issue; whether Councilmembers <br />(DeLaRosa, Sanders and Cook) are to remain in the organization; rotation of members; the City <br />Attorney to attend; and, creation of minutes for distribution. <br />AGENDA REVIEW: <br />MOTION: Motion initiated by CM Sanders/Grimsby to approve Consent Calendar Items Nos. 4 <br />through 14. <br />Item 12 - Discussion had regarding plan for assistance. ACM Parrish responded. <br />VOTE: Primary motion carried upon unanimous vote. <br />CONSENT CALENDAR: <br />(4) Minutes - Approved minutes for the Regular Meeting held July 18, 2000, on file in the <br />Office of the City Clerk. <br />(5) Warrants - Approved Payable Warrants #36669 to #36767, dated 08/03/00, totaling <br />$364,884.02; Payable Warrants #36768 to #37004, dated 08/10/00, totaling $1,381,390.74; <br />'+ Payable Warrants #37005 to #37186, dated 08/17/00, totaling $637,673.07; Payroll <br />Warrants #209348 to #209757, dated 08/22/00, totaling $509,188.38, on file in the Finance <br />Department. <br />City Council Mins Sept. 5, 2000 4 <br />
