This is the time and place fixed to consider adoption of a resolution of necessity for the <br />acquisition of certain Southern California Edison facilities near Cooley Drive. <br />Mayor Pro Tempore Bennett declared the Public Hearing "Open." <br />City Clerk Barrera declared that the Affidavit of Publication calling the public hearing was on file <br />in the City Clerk's Office and stated that no protests or objections were received. <br />Associate City Attorney Mark Easter identified the issues to be addressed and the two-thirds vote <br />required of the City Council. <br />Having declared electricity a hazardous phenomenon, Assistant Electric Utility Director Trewyn <br />stated that minimization of electrical facilities was in the public's best interest and necessity; <br />hence, the proposed facilities would be more efficient in their cost, reliability and safety. <br />Further, he anticipated this would facilitate industrial development in the Cooley Drive area. <br />MOTION/VOTE: Motion/second by CM Sanders/Cook to terminate the public hearing carried <br />upon unanimous vote. <br />Motion/second by CM Sanders/Cook to accept Staff's recommendations and approve and adopt <br />RESOLUTION NO. R-72-00, declaring that the acquisition of easement interests in certain real <br />property and electrical transmission facilities located in Colton, California, by eminent domain <br />was necessary for the general public health and safety of the community by avoiding a duplication <br />of electrical services, and to facilitate the development of certain real property in the area of these <br />facilities. Motion carried upon unanimous vote. <br />PUBLIC COMMENT: <br />The following citizens addressed community concerns: William Yahn, Charles Jackson and <br />Gwen Brown. <br />MAYOR AND COUNCIL ITEMS: Comments, Inter -Governmental Agency reports, <br />Information Session and Action Items: <br />COMMENTS: <br />District 1 - CM Sanders identified specific problems with streets in the district. He spoke about <br />the cleanup date; Code Enforcement letter; parks and restrooms; the street sweeping program; <br />and, requested an update for the I-10 Pepper Interchange. <br />District 2 - CM DeLaRosa spoke about crosswalks and the Missing Link Program. <br />District 3 - CM Chastain commented on park restrooms; Missing Link Program; RDA Mt. <br />Vernon Project Committee meeting; Mt. Vernon cleanup; street signs; the East Valley Coalition <br />Meeting on possible funding for the Alameda Corridor and the railroad and interchange impact. <br />City Council Mins Sept. 5, 2000 3 <br />
