This was the time and place fixed to consider a General Plan Amendment to the Circulation <br />Element to reduce the width of "H" Street between 9`'' and 10ffi Streets, and to modify 10"' Street, <br />' between "G" Street and Valley Boulevard to establish angled parking spaces to serve the project <br />site and surrounding residential properties; environmental determination for Dominguez Plaza. <br />Mayor Bennett declared the Public Hearing "Open." <br />City Clerk Barrera stated that the Affidavit of Publication calling the Public Hearing was on file <br />in the City Clerk's Office and said that she had not received any protests or objections. <br />Community Development Director David Zamora reported and submitted Staff's recommendation <br />to accept Planning Commission's Resolution R-02-01; approve File Index Number DGVS-91-00, <br />approve and adopt the proposed resolution that amends the Circulation Element of the Colton <br />General Plan and approve the filing of a Mitigated Negative Declaration. <br />The following Stan Paxson, owner of Squires Lumber, objected to Staff's recommendation. <br />Community Development Director Zamora explained the building code requirements. <br />Frank Dominguez, project owner, provided background and present status of the development. <br />MOTION/VOTE: Motion/second by CM Sanders/Ramos to terminate the Public Hearing <br />carried upon unanimous vote. Question and answer period continued. <br />Motion/second by CM DelaRosa/Zamora to approve adopt RESOLUTION NO. R-30-01, <br />adopting a mitigated negative declaration for and approval of an amendment to the circulation <br />element of the City of Colton General Plan to reclassify "H" Street between 9' and 10"' Streets as <br />a "Service or Frontage" Street and to modify the width of 10"' Street between "G" Street and <br />Valley Boulevard to include a special parking section as part of the first group of General Plan <br />amendments for 2001: File Index Number DGVS-91-00. Motion carried upon unanimous vote. <br />Street Vacation - Portion of "H" Street <br />This was the time and place fixed to consider vacating the street right of way, of a portion of "H" <br />Street between Ninth Street and Tenth Street. <br />Mayor Bennett declared the Public Hearing "Open." <br />City Clerk Barrera stated that the Affidavit of Publication calling the Public Hearing was on file <br />in the City Clerk's Office and said that she had not received any protests or objections. <br />Engineer Supervisor James King reported and submitted Staff's recommendation to authorize the <br />proposed vacation and appropriate documents. Further, the City Manager and City Clerk are <br />authorized and directed to file for recordation the appropriate forms of notice of street vacation <br />including these proceedings when the City Manager has confirmed that the following conditions <br />have been satisfied: (1) The condition set forth in the City Engineer's recommendation, dated <br />April 9, 2001, file No. DGVS-91-00 at Page 5 of the conditions have been satisfied by the <br />City Council Mins April 17, 2001 2 <br />
