Motion carried with CM Sanders <br />absent. <br />PUBLIC HEARING: <br />Redistricting Process <br />This was the time and place fixed to consider a proposal to adjust district boundaries. <br />Mayor declared the Public Hearing "Open." <br />City Clerk declared that the Affidavit of Publication was on file and reported that no <br />protests or objections were received. <br />City Manager Parrish introduced City Attorney Angie Castillo who gave a brief overview <br />of what was being considered tonight and introduced Dr. Alan Heslop from the National <br />Demographic Corporation. Dr. Heslop explained to the Council that all plans presented <br />are legal, constitutional and no way against the federal or state law; whether they meet <br />the needs of the council as to the total needs of the community is for the Council to <br />decide <br />MOTION/VOTE: There being no request for public comment, motion/second by CM <br />Chastain/Ramos to terminate the Public Hearing, carried with CM Sanders absent. <br />MOTION: Discussion by members and staff followed. Motion/second by CM <br />Ramos/Zamora to approve scenario #3 redistricting plan.
