W <br />ORDINANCES: <br />First Reading, City Park Ordinance <br />Director of Parks and Recreation and Family Services Ron Kenny reported. <br />MOTION/VOTE: Motion/second by CM Sanders/Zamora to waive full reading and pass first <br />reading on ORDINANCE NO. 0-02-01, amending Sections 12.24.010, 12.24.060 and 12.24.150 <br />and adding Sections 12.24.062, 12.24.063, 12.24.064 and 12.24.065 relating to skating, in-line <br />skating, skateboard and riding scooters and bicycles. Motion carried with CM Chastin absent. <br />Urgency Ordinance/ RV Dealerships <br />Redevelopment Director Robb Steel reported and recommended that Council adopt the ordinance <br />imposing the moratorium for a period of 45 days and direct Staff to complete the necessary <br />studies. Discussion was held on the deal points and the constitutionality of perceived threats and <br />land use restrictions. Director Steel, City Attorney Derleth and City Manager Garcia responded. <br />After discussion, City Attorney Derleth explained that Staff had several options in follow-up to <br />the proposed ordinance: Before the expiration of 45 -days, Staff could bring a study of the issue <br />along with recommendations, which could include the deal points, or they could properly notice a <br />public hearing to extend the time period of the moratorium. Further, in its report, Staff could <br />conclude not to do anything or they could resubmit the original deal points modified deal points. <br />MOTION/VOTE: Motion/second by CM Sanders/DeLaRosa to waive full reading and pass <br />INTERIM URGENCY ORDINANCE NO. 0-03-01, for a period of 45 days, with the <br />understanding that as the study is conducted that the following modifications to the deal points be <br />implemented: Staff provide "no guarantees" to an I-10 electronic reader -board and that Council <br />set specific timetables and goals for RV dealerships' plan of action; that RV dealerships <br />financially support the cost associated with the General Plan amendment update and that there be <br />an examination of documents relating to profits and losses or at the very least a summary thereof. <br />Motion carried with CM Chastain absent. <br />Second Reading, Floodplain Management Ordinance <br />MOTION/VOTE: Motion/second by CM Sanders/Ramos to waive full reading and pass second <br />reading of ORDINANCE NO. 0-01-01, amending Chapter 15.18, Title 15 of the Colton <br />Municipal Code regarding Floodplain Management Regulations carried with CM Chastain absent. <br />PUBLIC COMMENT: <br />The following individuals addressed community concerns: Rev.
