City Council of the City of Colton and the Board of Administration of the California Public <br />Employees' Retirement System. Motion carried upon unanimous vote. <br />PUBLIC COMMENT: <br />The following -named citizens addressed the City Council: William Yahn, Fred Cordova, Charles <br />Jackson, Jimmy Babacos and Apolinar Esquer. <br />Regarding Mr. Babacos' concern about developing his property, City Attorney Carvalho stated <br />that no one had precluded him from developing his property. She agreed that he had a legal right <br />to develop his property and that the issue was whether he would be required to apply for and <br />obtain new building permits and whether he had to pay to apply and obtain new building permits. <br />She said that the cost of obtaining the permits was under $900. <br />Mayor Bennett stated that Council received a memorandum informing that the Police Department <br />was moving forward on the stop sign at Olive Street and would be taking the matter to the Traffic <br />Commission. She remarked about the voting machine at the dais and the Members' right to <br />correct any machine error regarding their vote. <br />MAYOR AND COUNCIL ITEMS: Comments, Inter -Governmental Agency reports, <br />Information Session and Action Items: <br />Member Comments: <br />The following topics were addressed by the Members: Well No. 24 construction on the retention <br />basin and the problem of an open well gate; Citrus and Teresa graffiti problems; Neighborhood <br />Watch; Neighborhood Meeting; Mill Street Sidewalk Improvements; Cesar Chavez Park <br />restrooms; McKinley Park awning and trash receptacles; Community events; awnings for Ken <br />Hubbs Field; $9,000 returned to District 4 for improvements; Bids have been let for construction <br />and paving on Olive Street; Traffic Committee studying stop sign on Olive Street; Police Chief <br />working with school district for Children safety; C Street underpass; Senator Nell Soto's Missing <br />Links bill; La Cadena Corridor; State of the City Message on Channel 3; railroad crossings and <br />SANBAG; protect against identity theft; and with consensus of Council, Mayor Bennett offered to <br />send letter in opposition to SCA3, dealing with use of gas tax. <br />BOARDS AND COMMISSIONS: <br />None. <br />INFORMATIONAL ITEM: <br />Status of Departmental Consultant Agreements <br />Assistant City Manager Daryl Parrish's request for an extension of time to compile the listing was <br />granted with the additional criteria: List to include the value and term of each agreement and <br />whether they were bid agreements or sole source.
