M., in the Council Chambers of City Hall, <br />with Mayor Bennett, presiding. <br />FLAG SALUTE: <br />Councilmember Chastain led the Pledge of Allegiance. <br />INVOCATION <br />Chaplain Ed List led the invocation. <br />ROLL CALL: <br />PRESENT <br />CM Richard A. Bennett <br />STAFF PRESENT <br />City Manager Parrish <br />City Clerk Barrera <br />CEREMONIAL MATTERS: <br />Presentations, Awards, Proclamations <br />CM Kelly J. Chastain <br />CM Sarah S. Zamora <br />City Attorney Carvalho <br />Presentation - Larry Reinhart, Executive Director of A.Q.M.D., South Coast Air Quality <br />Management District, presented a brief report regarding composting facilities, rules and regulations <br />that govern them. He stated that the A.Q.M.D. also has rules that are in development stages <br />concerning the composting facilities requested future support. Mr. Reinhart advised members that <br />citizens can file any composting complaints through local San Bernardino County Environmental <br />Health Agency, 385 N. Arrowhead, 909-387-4655. <br />Presentation - Issac Jackson, Employment Specialist, County of San Bernardino, J.E.S.D., Youth <br />2 Work Program, introduced Robert Greg and William Forrester who provided a power point <br />presentation regarding a Spaghetti Dinner fundraiser benefiting the surviving children of the <br />Firefighters and Police Officers who lost their lives on September 11, 2001. <br />Certificate of Recognition - Presented to Rosemary Colunga, former Parks & Recreation <br />commissioner and employee, by CM Ramos and accepted by Leonard Colunga. <br />Proclamation - Veterans Day Parade, Sunday, November 11, 2001, presented and read by CM <br />Chastain to David Gasca, 3rd Vice President, American Legion Post #155. <br />
