CITY OF COLTON <br />ADJOURNED REGULAR CITY COUNCIL MEETING/WORKSHOP MINUTES <br />SEPTEMBER 23, 2002 <br />Adjourned Meeting held on the above -given date at 6:14 p.m., in the Council Chambers <br />of City Hall, with Mayor Bennett presiding. <br />ROLL CALL: <br />Members Present: <br />Mayor Deirdre H. Zamora <br />MAYOR AND COUNCIL ITEMS: <br />Staff Present: <br />Daryl Parrish, City Manager <br />Dean Derleth, City Attorney <br />Sabdi Espinoza, Office Specialist II <br />POSSIBLE CONFLICT OF INTEREST ISSUES FOR THE COUNCIL MEETING OF <br />SEPTEMBER 3, 2002. <br />Mayor Bennett asked the members present if there were any agenda items that were a <br />conflict of interest pursuant to CMC Section 2.04.030. None disclosed. <br />ITEMS FOR DISCUSSION: <br />Discuss the Special Events Ordinance <br />Attorney Angie Castillo gave a quick overview of the three different Ordinances related <br />to Special Events. <br />A) Special Event Ordinance — festivals, concerts, sporting events, parades, and other <br />special events within the City limits. <br />DeLaRosa asked not to have the "clean up" clause in the Special Events Ordinance and <br />Dean suggested to come up with a number for fees for the clean up of special events. <br />B) Sound Ordinance — procedures and regulations concerning the use of sound <br />vehicles on streets in the City of Colton. There were some added provisions on worship <br />that occur close to hospitals, churches, etc.; changes on times; non use on Sundays; <br />and, using certain parade sound devices on certain streets. <br />C) Temporary Displays Ordinance — Temporary outdoor displays and sales. <br />Update on Current and Recently Completed Capital Improvement Projects. <br />Assistant to the City Manager Kathy Kively presented an overview of the current and <br />recently completed Capital Improvement Projects listing the 2002 General Fund that will <br />
